교원정책의 수용도에 영향을 미치는 특성 요인 분석 = An Analysis on the Differences of Teachers' Acceptability and Influence Factors of Major Teacher Related Policies

다국어 초록 (Multilingual Abstract)

Practically the acceptability of policy depends upon the criteria such as expertise,relevance, and jurisdiction. These criteria are related to individual, organizational, and environment factors of policies.
The purpose of this study was to analyze the teachers' acceptability and factors that have influence on recent major teacher policies. This study employed questionnaire survey for 520 teachers in elementary and secondary schools. Major findings from research questions are as follows: First, the degree of acceptability among the Teacher Evaluation for Professional Development System(TEPDS), Principal Public Subscription System(PPSS), and Master Teacher Program(MTP), was significantly different. Second,the acceptability of TEPDS was influenced by the teacher's career, established type of school, teacher's association, position, political disposition, location, and sex. Third, the acceptability of PPSS was influenced by teacher's career, established type, and teacher's association. Fourth, the acceptability of MTP was influenced by teacher's career, teacher's association. The most important factors influencing to teacher' acceptability of teacher related policy were teacher's career and teacher's association. In conclusion, to raise up the teacher commitment for teacher related policies, it is necessary to consider these factors that influenced the acceptability of teachers.

국문 초록 (Abstract)

대부분의 정책 수용도는 주로 수용영역을 결정하는 세 가지 기준, 즉 전문성, 관련성, 관할권의영향을 받는다. 이 기준들은 구체적으로 개인특성요인, 조직특성요인, 환경특성요인 등과 밀접한관계가 있다. 이 연구는 주요 교원정책 수용도를 비교하고, 이에 영향을 미치는 특성 요인들을 실증적으로 파악하기 위한 목적으로 수행되었다. 연구결과 정책의 수용도는 수석교사제, 교장공모제,교원능력개발평가제의 순으로 높게 나타났다. 교원능력개발평가제의 수용도에 영향을 미치는 특성요인들은 경력, 설립유형, 가입단체, 직위, 정치성향, 지역, 성별 순이었다. 교장공모제의 수용도에는 경력, 설립유형, 가입단체의 순으로 영향을 미치고 있었다. 또한 수석교사제의 수용도에는 경력과 가입단체라는 요인이 주로 영향을 미치는 것으로 나타났다. 전체적으로 볼 때, 교원의 개인특성요인인 경력과 가입단체가 정책의 수용도에 상대적으로 큰 영향을 미치고 있었다.
