국문 초록 (Abstract)

오바마 정부의 대북정책을 분석하기 위해 공세적 현실주의자인 미어샤이머 교수의 역외 균형과 선택적 개입의 내용을 대입하여 논문을 작성하였는데, 역외 균형 이론은 미국에게 전략적으로 중요한 지역(유럽, 동북아시아, 페르시아만)에 미국이 핵심적인 지배권을 행사하는데 반해 다른 어느 국가도 세계의 나머지 지역들에 대해 지배력을 행사하지 못하도록 만드는 것을 미국의 중요한 국가적 목표로 간주하는 것이다. 다른 지역의 위험한 경쟁국들은 해당 지역에서 미국이 지니는 이해관계에 개입하기보다는 그들과 이웃한 강대국들에게 주목하도록 강제돼야 한다는 정책입니다.
가령 예를들어 11년 8월 중국의 항공모함이 남중국해에 시험운행에 나서 주변국들이 긴장했는데 미국의 핵항공모함이 베트남지역으로 진입하여 원만하게 해결된 사건이 있었는데 이또한 역외 균형 개념이 제시하는 중요한 조건인 대양의 차단력입니다.
선택적 개입은 전 부시 행정부하에 추진했던, ‘군사력 맹신’에 대한 현실주의적 대안인데 핵심내용은 미국의 주요 이익과 관련된 지역에 있어 개입의 내용을 결정할 때 ‘국익에 대한 위협의 강도’와 비례성을 고려하여 그 수단을 결정해야 한다는 것이다
최근 미국이 리비아 내전 종식에 결정적 역할을 한 공습에서도 미국은 프랑스와 영국군에 주도권을 넘긴 채 보조적 역할만 수행한 것도 이와 관련된 내용이다. 전 부시 행정부 시절의 아프가니스탄과 이라크 전쟁에서 미국이 주도권을 가지고 수행한 전쟁과 사뭇 다른 양상이다.
선택적 개입은 역외 균형개념을 보완하는 차원에서의 의미를 지니며, 미국의 주요 이익과 관련된 지역에 개입할 때는 국익에 대한 위협의 강도와 위협과 개입의 비례성을 고려하여 군사력 사용에 신중성을 기해야 한다는 것이다.
오바마 행정부의 외교정책을 비교하기 위해 전 부시 행정부와의 외교정책을 비교했을때 1. 일방주의적 외교에서 다자주의적 외교로의 전환 2. 하드파워에서 소프트 파워로의 전환 3. 진보적 국제주의에 근거한 실용주의적 현실주의노선으로 정책을 변경하였는데, 이 모든 것이 어떻게 보면 자국민에게 반감을 산 부시 행정부의 정책에서 변화를 시도한 내용이다.
동북아 정책은 역외 균형에 입각한 영향력을 지속적으로 가져오고 있는데 지역의 동맹국과 전략적 파트너 국가의 이익을 촉진할 수 있는 평화롭고 안정적인 안보환경을 토대로 지역전략에 그대로 투영된 것이다.
그리고 동북아에서의 중국의 약진에 대한 미국의 대응도 역외균형과 선택적 개입에 잘 부합하여 정책을 신중하게 개입하고 있다.
오바마 행정부의 대북정책은 전략적 인내의 대북정책으로 이전 두 개 정부의 과오를 거울삼아 신중하게 정책을 펴고 있는데, 오바마 행정부 1기의 정책은 이명박 전 정부의 정책인 비핵·개방·3000 구상으로 말미암에 너무 경직된 경향이 있었다. 그러나 2기 행정부도 크게 정책적으로 변화하지는 않을 것이나 어느 정도의 변화는 모색하지 않을까하는 기대를 해본다.
오바마 행정부는 동맹국과의 공조뿐만 아니라 다양한 형태의 다자주의적 국제 협력을 통해 북한문제를 해결하려고 할 것이다. 이에 가장 큰 역할을 할 것은 당연 중국이라 할 수 있는데 그런 역할적인 부분이 최근 UN 안보결의에 나타났다.
시진핑 체계이후의 중국과의 관계가 북한과 동북아 문제의 큰 변수로 작용할 것이 자명한데 현재까지는 상호실리를 내세우며 원만하게 문제를 해결하고 있다.
미국의 대북정책의 최종목적은 북한과의 대화와 협상을 통한 제반 문제의 해결이라고 볼 수 있는데 미국의 확고한 입장은 더 이상 북한에 속지 않겠다는 것이고, 북한이 먼저 진정한 태도변화 노력을 보이라는 것입니다. 이렇게 볼 때 오마바 행정부는 전략적 인내라는 큰 틀의 기준선을 고수하면서 선택적 개입의 수준과 내용을 조정해 가면서 북한 문제를 해결해 나갈 것이다.
