환경정책가치에 대한 서설적 연구 = A Preliminary Study on the Environmental Policy Value

국문 초록 (Abstract)

이 논문은 환경정책가치를 본질적 가치와 수단적 가치로 구분하고, 양자에 포함되는 주요 가치의 내용을 살펴보았다. 본질적 가치는 환경정책의 목표나 이념을 설정하는데 영향을 미치고, 수단적 가치는 정책수단의 선택과 비교평가의 기준으로 작용한 다. 본질적 가치는 지속가능한 개발과 기술지향주의와 생태지향주의를, 수단적 가치는 사후관리와 사전예방, 개별관리와 통합관리, 효율성과 형평성, 공동책임과 원인자 책임을 주요 변수로 선정하였다. 이러한 가치 구분은 환경정책 과정을 심층적으로 이해 와 바람직한 정책목표와 정책수단의 선택에 기여할 수 있다.

다국어 초록 (Multilingual Abstract)

A study on the environmental policy value is at its early stage, and previous studies are lacking. This article attempts to sketch out the environmental policy value. Value is defined criteria with the nature of value and covers standards, principles, ethics in previous studies. Based on a hierarchy of value theory of previous researchers, it is classified into intrinsic value and procedural value. This typology can be a catalyst of in-depth understanding on policy mechanisms and choice of the preferred policy goals and policy means. Intrinsic value is strongly related to policy ideology, and it structures a policy goal setting. Procedural value is used in the selection and evaluation of policy instruments. The intrinsic value of environmental policy is composed of sustainable development, technocentrism and ecocentrism. Procedural value is composed of postmanagement and precaution, individualism and integration, efficiency and equity, shared responsibility and polluters liability. This paper contributed to present a bigger picture of the environmental policy value and paving the ground for a more refined theory.
