학생정신건강을 위한 학교와 지역사회 간의 협력방안에 관한 연구 = A Study on the Cooperation between Schools and Community Services for Student Mental Health : Focused on the Perception of Education Practitioners Participated in Students’ Mental Health School-Community Cooperative Model

국문 초록 (Abstract)

청소년 정신건강 문제가 심각해지면서 청소년이 대부분의 시간을 보내는 학교는 정신건강 서비스의 중요한 기반이 되고 있다. 학교는 정신건강 욕구를 파악하고 서비스를 연계하는 중요한 통로 역할을 할 수 있다. 이를 위해서는 학교와 지역사회 정신건강 서비스간의 효과적인 연계체계 구축과 협력이 필요하다. 본 연구에서는, 교육부에서 실시한 학생정신건강 지역협력모델 사업에 참여한 교육 실무자의 경험을 통해 학교와 지역사회간의 협력방안을 탐색하고자 하였다. 전국 17개 시 · 도 교육청 및 교육지원청 실무자 30명을 대상으로 개별 인터뷰를 실시하였다. 분석을 통해 협력의 성과, 구조, 과정을 분석하였다. 우선 협력의 성과로는 문제를 함께 해결해나가고 학교 구성원의 인식이 변화하였으며 학교의 정신건강 대응역량이 향상되었다. 협력의 구조에 있어서는 노하우를 넘어 체계 구축, 정기적인 의사소통 구조, 역할 규정, 명확한 실행지침이 중요하였다. 협력의 과정에서는 협력의 자세, 학교의 맥락에 대한 이해, 요구와 필요에 반응, 장애물의 즉각적 해결, 인력의 역량강화가 중요하였다. 연구결과를 바탕으로 학교와 지역사회 간의 효과적인 협력방안에 대해 제언하였다.

다국어 초록 (Multilingual Abstract)

As the mental health of youth becomes serious, schools can play an important role in identifying needs as to mental health and linking related services. This requires building an effective link and encouraging cooperation between schools and local community mental health services. This study seeks to explore ways to cooperate between schools and the community through interviews with 30 education practitioners from 17 provincial education offices. The analysis found that they resolved the issues and problems together through cooperation, the perception of school members changed, and that the school’s capacity to mental health issues have improved. When it comes to the structure of cooperation, establishment of system, regular communications, definition of roles, and clear implementation guidelines were considered important. In the process of cooperation, the attitude of cooperation, promoting understanding among institutions, response to needs and requirements, immediate resolution of obstacles, and building up competencies were important. Based on these findings and conclusions, effective ways of cooperation between schools and the community are proposed.
