      Abstract

      Research on the Impact of Environmental Regulation on

      Enterprises Green Innovation

      Environmental protection has always been a severe challenge to China's social and economic development. However, in recent years, the CPC Central Committee, the State Council, and relevant departments have issued many important decisions and arrangements, strengthening the important position of environmental protection in national development, and China's environmental protection cause has achieved significant progress. However, at the enterprise level, the further introduction of environmental regulation policies also has an important impact on enterprise development, and the impact of environmental regulation on enterprise green innovation has become a hot issue in the academic circle. Based on existing literature and relevant theories, this paper systematically studies the main factors influencing enterprises' green innovation ability from the perspective of micro-enterprises; and discusses the influence mechanism of environmental regulation, social media attention, and rent-seeking factors on enterprises' green innovation ability. At the same time, this paper deeply analyzes the threshold effect of government environmental regulation on enterprise green innovation. Therefore, this paper constructed a theoretical model including environmental regulation, media attention, corporate rent-seeking, and corporate green innovation, and combined with the collected empirical data to test the relevant theories, in order to verify the hypotheses proposed in the paper.
      In this paper, environmental regulation, enterprise green technology innovation, and the impact of environmental regulation on enterprise green innovation are briefly analyzed, and the relevant theoretical results are summarized. Then, the paper defines the concepts and categories of environmental regulation and enterprise green innovation and puts forward the research hypothesis based on the variables selected from system theory, reputation theory, and rent-seeking theory. Finally, using the statistical data of China's heavy pollution industries from 2010 to 2019, the panel regression method is used to test the research hypothesis proposed in this paper to explore the impact of environmental regulation on enterprise green innovation and its threshold effect. Meanwhile, the moderating effect of media attention and rent-seeking on green innovation is studied from two aspects: external focus and internal choice.
      The results show that the government's environmental regulation has an important impact on the green innovation of heavily polluting enterprises in China. The specific research results are as follows: (1) Different types of environmental regulations have different effects on enterprise green innovation. Command-based and market-based environmental regulations have a significant promoting effect on green innovation, while public-participatory environmental regulations have no significant impact on green innovation. (2) The intensity of different types of environmental regulations has different impacts on enterprises' green innovation. The impact of command-based environmental regulations on enterprises' green innovation presents an inverted U-shaped relationship, while that of market-based environmental regulations does not exist this structural relationship, which is mainly still a linear relationship. (3) Under command-based and market-based environmental regulation, media attention plays a positive moderating role between government environmental regulation and enterprise green innovation. (4) Internal rent-seeking not only has a negative moderating effect between command-type environmental regulation and enterprise green innovation, but also has a negative moderating effect between market-type environmental regulation and enterprise green innovation, but its moderating effect on public participatory environmental regulation is not significant.
