ICF 및 ICF-CY의 특수교육 활용 가능성 탐색을 위한 연구 동향 분석 = A Literature Review toward Practical Application of Concept of ICF in Special Education

다국어 초록 (Multilingual Abstract)

The aim of the research was to synthesis of an International Classification of Functioning Disability and Health and the World Health Organization's International Classification of Functioning, Disability and Health for Children and Youth(ICF-CY) research to find out efficiency and validity in special education. This study synthesized the 72 articles published from 2002 to 2012 in ICF and ICF-CY related ones. The results were as follows.
First, the high portion of research participants were experts and people with disabilities. The most popular ICF and ICF-CY components were activities and participation. Second, the major trend in ICF and ICF-CY was the proof of efficacy of them in multi-dimensional areas. The ICF was found out to be useful to classify information, manage and conduct assessment on disabilities. It is provided a rationale for establishing rehabilitation and education goals, and also utilize as a common language among experts. The ICF was used as a comprehensive frame for covering all of items which wers needs to evaluate disabilities and also utilized to understand for special teachers what areas need to be taught for students with disabilities in education activities.
We expect the ICF and ICF-CY would be used efficiently as an efficient communication device for experts and utilized as a multi-dimensional and a comprehensive classification frame like setting IEP goals. Therefore, more researches will be needed to conduct in future which are helpful for education activities in special education field by using them.

국문 초록 (Abstract)

최근 해외에서는 세계보건기구(WHO)가 개발한 국제기능․장애․건강분류 ICF(International Classification of Functioning Disability and Health)와 아동-청소년 버전인 ICF-CY(Children & Youth version)를 주제로 심도 깊은 논의와 연구가 여러 학문 분야에서 활발하게 이루어지고 있다. 따라서 본 연구는 ICF 및 ICF-CY를 주제로 한 해외 학술 연구의 동향을 살펴보고 그 시사점을 바탕으로 우리나라 특수교육현장의 활용 가능성을 모색하기 위한 목적으로 실시되었다. 이를 위해 해외학술데이터베이스 검색을 통하여 최근 11년간(2002-2012)의 ICF 및 ICF-CY를 주제로 발표된 문헌 중 본 연구 목적에 부합하는 총 72편을 선정하여 분석하였으며, 그 결과는 다음과 같다.
첫째, ICF 및 ICF-CY 관련 연구의 일반적인 동향을 살펴본 결과 ICF 구성요소 중 ‘활동과 참여’ 및 ‘환경요소’와 관련된 연구들이 상대적으로 높은 비중을 차지하고 있었다. 연구대상에 있어서는 장애인, 전문가 집단, 부모, ICF 모델 등으로 다양했으며, 장애영역은 지체장애와 의사소통장애를 많이 다루고 있었다. 둘째, ICF 및 ICF-CY 관련 연구의 실제 적용 실태 동향을 살펴본 결과 ICF 모델의 효율성과 유용성을 다룬 연구와 실제 ICF 분류체계나 코드를 적용한 연구들이 주를 이루고 있었다. 특히, ICF 및 ICF-CY 분류체계는 장애와 관련된 정보를 분류하고 관리 및 평가에 이르기까지 문서화 작업에 용이하며, 재활 및 교육적 목표 수립의 기준을 제시해 주는 등 관련 전문가들 간의 공통 언어로서 활용되고 있었다. 셋째, ICF 및 ICF-CY 분류체계는 광범위하면서도 보편적인 특성으로 인해 건강과 장애를 평가하는 척도로 활용될 수 있으며 기존 표준화된 검사도구와도 관련성이 높은 것으로 나타났다. 이상의 연구 결과를 통하여 ICF 모델은 장애학생을 이해하는 다면적이고 종합적인 분류체계이자 개념적 틀로써 교육계획 수립 및 평가를 비롯하여 각계 전문가들 간의 효율적인 의사소통 도구로써 유용하게 활용될 것으로 기대된다. 앞으로 특수교육 분야에서 실제 교육활동에 도움이 되는 구체적인 연구들이 활발히 이루어져야 할 것이다.
