지역사회 기반 청소년시설에서의 발달장애청소년 프로그램 운영의 의미와 과제 = The Significance and Challenges of Community-Based Program Implementation for Adolescents With Developmental Disabilities

국문 초록 (Abstract)

연구목적: 본 연구는 청소년시설에서 운영되는 발달장애청소년 대상 지역사회 기반 프로그램 운영의 의미와 과제를 탐색하는데 목적이 있다. 연구방법: 운영위원 4명을 대상으로 반구조화 면담을 실시하고, 인비보 코딩을 활용한 귀납적 내용분석을 적용한 질적 사례연구를 수행하였다. 연구결과: ‘장애를 일상화하는 통합적 사회공간’, ‘참여를 통한 성장’, ‘개인을 넘어선 영향의 확장’, ‘불안정한 지속가능성’의 네 가지 주제가 도출되었다. 청소년수련관은 참여와 발달을 지원하는 공간으로 기능하였으나, 실무자의 소진, 불안정한 고용 구조, 그리고 제도적 지원의 부족으로 인해 지속가능성에는 한계가 있는 것으로 나타났다. 결론: 지역사회 기반 청소년수련관은 발달장애 청소년의 통합과 전환을 지원하는 의미 있는 공간으로 기능할 수 있으며, 지속가능한 운영을 위해서는 보다 강화된 제도적 지원체계와 장애 포괄적 청소년 정책의 마련이 필요하다.

다국어 초록 (Multilingual Abstract)

Purpose: This study explored the significance and challenges of operating a community-based program for adolescents with developmental disabilities in a youth center. Method: A qualitative case study was conducted using semi-structured interviews with four advisory committee members and inductive content analysis with in vivo coding. Results: Four themes emerged: inclusive social space, participation-based growth, extended impact, and fragile sustainability. While the youth center supported participation and development of adolescents with developmental disabilities, sustainability was constrained by practitioner burnout, unstable employment conditions, and limited institutional support. Discussion: Community-based youth centers can serve as meaningful inclusive and transitional spaces for adolescents with developmental disabilities, but sustainable operation requires stronger institutional support and disability-inclusive youth policies.
