산업형 제2종 지구단위계획의 개선방안에 관한 연구 : 산업단지 관련 법률 비교를 중심으로

The demand for the industrial park has recently been increasing, due to brisk exports of the shipbuilding and automobile industries, and an increased number of companies that want to return from china to Korea. However, the imbalances in industrial park supply and demand are expected to worsen, because the industrial complexes have been nearing saturation across the nation. To make matters worse, the complicated red-tape process and required mandatory approval in industrial park have discouraged the companies that need to build or expand their factories.
To this problem, the Ministry of Land, Transport and Maritime Affairs noticed that 'the Exemption Law of Consent Process Simplification for Industrial Park' was being enacted on Sept. 6, 2008. According to the government, this law simplifies regulations to speed up the approval process, and intergrates the development plan with the implement plan.
Hense, This study aims at comparing 'the Exemption Law of Consent Process Simplification for Industrial Park' to 'the Industrial Location and Development Law', focusing on the contents of the Industrial-Type 2nd District Unit Plan, with a lot of things being expected to change.
For this study, a survey is conducted by the questionaire sent to experts that consist of the construction managers and government officials, asking the importance and the possibility of implementation.
The results of this study show that in the contents of a plan, 'the Building-to-land ratio', 'Floor space index' and 'incentives provided for builders of infrastructure' need to be improved in order. In the planning process, 'the consultation of the Urban planning review committee' and 'the appropriate period of time of approval' need to be improved.
