노인의 공적부양과 공적연금제도의 확충방안 = 영국의 사례를 중심으로

국문 초록 (Abstract)

노인부양에 있어서 가족의 책임이 높은 비중을 차지하고 있는 것이 현실이지만 급속한 산업화와 사회적 가치관의 변화는 가족의 범주를 벗어난 다양한 부양체계의 출현을 자극하고 있다. 가족의 역할과 기능에 관한 의식변화는 물론 국가가 부양책임을 부담하는 각종 공적연금제도의 확립 등은 가족중심의 노인부양으로부터 국가중심의 공적부양으로 전환되어야 하는 충분한 논거가 될 수 있다. 정부에서는 노인부양의 문제를 공적책임으로 인식할 필요가 있으며 한시적이고 미시적인 지원이 아니라 보다 거시적이고 제도적인 장치를 마련하는데 노력을 기울여야 할 것이다. 따라서 노인부양은 보다 현실적으로 접근해야 하며, 노인부양에 있어서 사회적 ·공적 접근만이 국민의 기본생활을 국가가 보장하는 풍요로운 복지국가의 길로 나아가는 첩경임을 인식해야 할 것이다.

These days are stimulating fast industrialization and occurrence of various support system that change of social sense of values escapes family`s category although it is actuality that family`s responsibility dominates high weight in the aged support. Establishment etc..of the various public pension system that share that consciousness change as well as country about family`s role and function is pump-priming policy can become enough basis of an argument that should be converted from the aged support of the family center to public support. Hence, will have to ready more macroscopic and systematic device that government need to recognize problem of the aged support by country, public responsibility and ephemeral and microscopic support is not but incline effort. Therefore, the aged man support should approaches more actually and will have to recognize that social, only merit vicinity is shortcut that go forward to way of rich welfare state that the country secures people`s basis life in the aged support.
