By signing the Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity President Roh Moo-hyun and Chairman Kim Jong Il paved the way to move inter- Korean Relations, since the inter-Korean summit of 2000, a step further. The October 4 declaration removed obstacles that hindered the development of inter-Korean relations since the first summit. It is a declaration for peace and prosperity that covers virtually all pending issues between the two koreas: tension reduction, peace settlement, ending theCold war and building a peace system, economic cooperation for co-prosperity, and humanitarian issues. It is indeed meaningful for both leaders to agree on the end of war declaration and materializing specific developments in inter-Korean relations. It is all the more meaningful because the declaration came right after the agreement, at the second phase of the sixth round of the six-party talks, on the disablement of North Korean nuclear facilities by the end of this year. North Korea maintains its position that it will enter the international community as a normal member if the North Korea-U.S. antagonistic relations are resolved. The United States, on the other hand, wants North Korea to put an end to illegal activities and the development of weapons of mass destruction, prove itself not to be a rogue state, and join the international community on its own accord. North Korea believes it is locked from the outside and it can come out if the United States withdraws its threat, pressures and sanctions against Pyongyang. The United States has held to its position that North Korea should open its closed door by itself through ideological adjustment since the door is locked from within. Once the end of war declaration is done, North Korea will open the door and voluntarily join the international community.
