직업재활 전문가의 전문지식 분석 연구 = An Analysis of Knowledge Requirements of Vocational Rehabilitation Professionals in Korea

The practice of rehabilitation professionals has been affected by significant changes in rehabilitation counseling practice settings and service delivery systems. The purpose of this study was to identify and examine the major knowledge domains required for rehabilitation counseling practice in today’s rapidly changing practice environment in Korea. Results revealed seven knowledge domains (Employment support services, Disability and social environment, Evaluation and case management, Counseling theory, technique, and application, Resource Utilization, and Disability related knowledge) of 282 vocational rehabilitation professionals through the Korean-Knowledge Validation Inventory. This research was able to compare foreign vocational rehabilitation and ours objectively. Also, it is suggest to improve the quality of life of people with disabilities through this result. Finally, these data were specifically used to establish and validate educational standards that are applied in the accreditation process for individual academic programs and to establish the test specifications that are used to guide the certification examination process for individual practitioners.

국문 초록 (Abstract)

본 연구는 미국 직업재활사의 전문지식 조사에 사용된 지식검증척도(Knowledge Validation Inventory-KVI)를 한국 상황에 맞게 수정․개발하였고, 이를 통해 우리나라에서 구체적으로 파악되지 못한 직업재활 전문가의 전문지식을 도출하였다. 연구대상은 장애인복지관 500명, 직업재활시설 400명에게 전자메일과 우편방식으로 설문조사를 실시하여 총 282부가 분석에 사용되었고, 신뢰도 검증(Cronbach's α), 요인분석, t-검정과 분산분석의 통계기법이 사용되었다.
본 연구를 통하여 직업재활 전문가가 생각하고 있는 주요 전문지식은 ①취업 지원 서비스, ②재활서비스 및 자원에 관한 이해, ③평가와 사례관리, ④상담이론․기술․적용, ⑤장애 관련 지식, ⑥법과 철학, ⑦장애와 사회․환경의 7가지 영역으로 제시되었고, 다음과 같은 결과를 얻었다. 우선, 본 연구 결과를 통해 성과위주의 직업재활 사업이 한 단계 더 발전된 장애인의 삶의 질 및 임상적 접근의 질을 높일 수 있는 방향으로의 변화 필요성이 감지되었고, 전국적으로 직업재활학과가 늘어나면서 전문성과 서비스 내용의 차이가 점차 좁혀짐으로서 직업재활 교육과정의 평준화 및 안정화 현상이 포착되었으며, 직업재활 분야에서 종사하고 있는 비전공자를 위한 핵심 직업재활 전문지식에 대한 추가적인 교육 및 훈련을 의무적으로 받도록 하는 시스템의 도입이 필요할 것으로 제시되었다. 마지막으로 본 연구의 결과는 향후 직업재활의 전문성을 높일 뿐만 아니라, 직업재활사 인증 기준 및 시험 내용의 유효성을 검증할 수 있게 하고, 직업재활 분야의 핵심 지식 내용을 지속적으로 검증하고 업데이트할 수 있도록 함으로써, 궁극적으로는 장애인을 위한 직업재활 서비스를 발전시킬 수 있는 중요한 자료가 될 수 있을 것으로 보인다.
