공유 저장공간 환경에서의 전자기록물 “이관”: 관리권한 “이전” 관점에서의 개념 구체화 = Transfer of Electronic Records in a Shared Storage Environment: Conceptualizing Management Authority for Records Transfer

국문 초록 (Abstract)

최근 국가기록원은 기록물의 생산부터 보존·활용까지 전 과정을 하나의 플랫폼에서 수행하는 통합 관리 체계 구현을 추진하고 있다. 이에 따라 전자기록물 이관 역시 물리적 이동이 수반되는 방식이 아닌 기록물에 대한 관리권한 이전을 중심으로 이루어지게 되었다. 이에 본 연구는 관리권한의 개념과 범위를 구체화하여 세부 유형을 제시하고, 이러한 권한이 이전되는 절차를 확인하고자 한다. 이를 위해 전자기록물의 이관과 관련된 용어 사용 양상을 살펴보고, 공유 저장공간 환경에서의 전자기록물 이관 개념을 명확히 하였다. 또한 기록관리 권한을 업무권한과 기록물 관리권한으로 구분하고, 기록물 관리권한을 보관권·소유권·관리책임과 접근권한·통제권한·감사증적으로 유형화하였다. 이를 바탕으로 우리나라 기록관리 대표기관인 국가기록원을 대상으로 이관 절차별 관리권한 이전 구조를 분석하였다. 본 연구는 공유 저장공간 기반 통합 관리 환경에서 전자기록물 이관이 본질적으로 관리권한 이전에 해당함을 규명했으며, 나아가 관리주체 간 권한 설정과 이전 기준 마련을 위한 기초자료를 제시하였다는 점에서 의의가 있다.

다국어 초록 (Multilingual Abstract)

This study examines electronic records transfer in shared repositories, where the Transfer of Management Authority, rather than the physical movement of records, has become central to the transfer process. It aims to conceptualize the Transfer of Management Authority and analyze how it operates throughout the transfer process. To this end, Records Management Authority was distinguished into Authority to Perform Records Management Functions and Management Authority for Records. The latter was further categorized into custody, ownership, and stewardship, as well as access authority, control authority, and audit trails. Based on the National Archives of Korea’s accession manual, this study analyzed the structure of the Transfer of Management Authority across different stages of the transfer process. The findings indicate that the Transfer of Management Authority does not occur as a single event but unfolds gradually through multiple stages, while certain authorities may be temporarily shared among records custodians during the transfer process. These findings provide a basis for establishing authority settings and transfer criteria in integrated records management environments.
