2기 진실화해위원회의 ‘형무소 재소자 희생 사건’ 관련 행형기록 수집과 활용 = The Second Truth and Reconciliation Commission’s Acquisition and Utilization of the Inmates’ Serving Records Related to the Massacre of Prison Inmates

국문 초록 (Abstract)

한국전쟁 전후 전국 형무소에서는 수만 명의 형무소 재소자가 형의 선고 여부 또는 그 내용과 상관없이 학살되었다. 2기 진실화해위원회는 이러한 형무소 사건을 조사하며 개별 피해자의 행형기록을 진실규명 결정의 기준으로 삼았다. 이 과정에서 다양한 행형기록이 수집 및 활용되었다. 하지만 행형기록에 대한 체계적인 수집, 분석, 교육 절차가 없었으며 그 오독과 오용이 계속되었다. 그 결과 형무소 사건의 진실규명률은 극히 낮았다. 이에 3기 진실화해위원회의 형무소 사건 조사를 앞둔 현재 2기 진실화해위원회의 형무소 사건 관련 행형기록 수집과 활용을 검토하였다. 그 결과 다양한 행형기록의 특징과 수집 방법, 다양한 활용법을 확인할 수 있었다. 3기 진실화해위원회는 행형기록에 대한 보다 체계적인 수집, 분석, 교육 절차를 갖춰야 할 것이며, 기록 소장처는 일반 및 학계에의 행형기록 공개를 더 적극화해야 할 것이다.

다국어 초록 (Multilingual Abstract)

Tens of thousands of prison inmates were slaughtered in prisons o f South Korea before and after the Korean War, regardless of their sentences. The second Truth and Reconciliation Committee(TRC) investigated these prison incidents and made the inmates’ serving records as truth-finding standards. In this process, various records were collected and utilized. However, there was no systematic acquisition, analysis, and education procedure for the records, and the misreading and misuse continued. As a result, the truth-finding rate of prison incidents was extremely low. Accordingly, ahead of the investigation of the prison incidents by the 3rd TRC, the acquisition and utilization of the records by the 2nd TRC were reviewed. As a result, it was possible to know the characteristics, acquisition methods and various utilization of various records. The 3rd TRC should have a more systematic acquisition, analysis, and education procedure for the records, and the archives should be more active in disclosing of the records to the general and academic world.
