러시아-우크라이나 전쟁 방공작전 연구 -우크라이나군의 방공전력 운용 변화와 한국적 함의를 중심으로- = A Study on the Air Defense Operations in the Russia-Ukraine War: Focusing on the changes in the Ukrainian military's air defense Operations and their implications for Korea

국문 초록 (Abstract)

본 연구의 목적은 러시아-우크라이나 전쟁에서 확인된 우크라이나군 방공전력 운용의 변화 및 발전과정을 시계열적으로 검토하는 것이다. 특히, ‘압도적인 전력 열세에도 불구하고 우크라이나가 어떻게 지난 3년 간 러시아의 공중우세 달성을 저지해 왔는가’의 문제에 초점을 맞추고 우크라이나의 방공전력 구성 및 발전, 그리고 전력 운용방식의 변화과정을 추적하였다. 이를 통해 기존의 ‘러시아 항공우주군의 무능력 및 실패’라는 관점에 기반한 접근방식을 넘어, ‘우크라이나의 대응역량’에 집중함으로써, 해당 전쟁에서의 항공전 양상을 보다 입체적으로 이해하고자 하였다.
이를 위해 본 연구에서는 2014년 크림(Crimean)반도 강제 병합 사건 이후 가속화된 개전 전 우크라이나의 방공전력 구성과 그 발전과정을 살펴보았다. 다음으로 개전 초부터 현재까지 3년여 간 진행된 러-우 전쟁을 우크라이나 방공전력의 운용방식 변화과정을 중심으로 크게 3가지 국면으로 구분하고, 각 국면별 특성을 분석하였다. 이를 통해 우크라이나가 각 단계별로 직면하였던 위협은 무엇이며, 이를 타계하고 러시아군의 항공 작전을 제한하기 위해 어떠한 노력을 했는지 구체적으로 살펴보았다. 마지막으로 앞선 분석 결과를 토대로 우크라이나의 방공작전 경험이 한반도 안보환경에 주는 전략적 함의를 크게 세 가지 측면에서 탐구한다. 특히 북한의 대규모 드론 및 미사일 위협, 비대칭 전력의 증강 등 한반도의 특수한 안보 도전 요인들을 고려하여, 우크라이나의 혁신적 방공 전술과 다층 방어체계 구축 경험이 한국의 방공체계 발전에 제공하는 교훈을 도출하였다.

다국어 초록 (Multilingual Abstract)

This study aims to examine the changes and evolution in the employment of Ukrainian air defense forces chronologically, as observed during the Russia-Ukraine War. Specifically, it focuses on the research question of ‘how Ukraine has prevented Russia from achieving air superiority over the past three years despite being overwhelmingly outmatched in power’, by tracing the changes in Ukraine's air defense forces structure, development, and operational methods. By doing so, this theses moves beyond the conventional perspective of ‘the incompetence and failure of the Russian Aerospace Forces' and concentrate more on 'Ukraine's air defense capacity’, thereby seeking a more multidimensional understanding of the air warfare dynamics in this conflict.
To achieve this, the study first reviews the composition and development process of Ukraine's pre-war air defense forces, which accelerated following the forced annexation of the Crimean Peninsula in 2014. Next, the three-year duration of the war, from the initial phase to the present, is broadly divided into three major phases, focusing on the shifts in the operational methods of Ukraine's air defense capabilities. It analyses the characteristics of each phase, detailing the threats Ukraine faced and the specific efforts undertaken to overcome them and restrict the Russian military's air operations. Finally, based on the preceding analysis, this theses explores the strategic implications of Ukraine's air defense experience for the security environment of the Korean Peninsula across three main aspects. Considering the specific security challenges of the Korean Peninsula, such as North Korea's large-scale drone and missile threats and the build-up of asymmetric forces, it derives lessons that Ukraine's innovative air defense tactics and experience in building a multi-layered defense system offer for the development of South Korea's air defense structure.
