장애특성을 반영한 도시계획시설 개선방안에 관한 연구 : 대구광역시 달서구를 중심으로 = A Study on the Improvement of Urban Planning Facilities Considering Characteristics of the Disabilities

국문 초록 (Abstract)

본 연구는 사회적 약자로 분류되는 사람들 중에서 도시계획 요소에 가장 많은 영향을 받을 것으로 예상되는 장애인의 특성을 반영한 도시계획 요소에 관한 연구를 목적으로 한다. 본 연구는 이와 같은 연구목적을 달성하기 위하여 우리나라에 있어서 장애인과 관련된 도시계획의 각종 요소에 대한 문제점을 살펴보고, 그를 바탕으로 개선방안 연구를 중점적으로 진행하였다.
본 연구는 연구의 목적을 달성하기 위하여 크게 문헌연구와 실증분석의 두 가지 연구방법을 사용하였다. 먼저 문헌연구방법을 토대로 선행연구와 관련 이론 검토를 통하여 장애인을 위한 도시계획의 필요성에 대한 이론적 근거를 제시하였다. 그리고 대구광역시, 국토해양부, 보건복지부 등이 제공하고 있는 통계자료와 각종 규정 및 조례 등을 참고하여 우리나라와 대구시에 있어서 사회적 약자 및 장애인의 특성과 현황, 그리고 도시계획 및 관련 시설 현황과 문제점을 분석하였다.
본 연구에서는 문헌연구방법 이외에도 선행연구 및 이론연구에서 제시된 가설과 문제점을 파악하기 위하여 실증분석을 실시하였다. 실증분석에서는 장애인을 대상을 설문분석을 실시한 바, 다양한 장애 유형별로 도시계획의 개선요인에 관하여 분석하였다.
본 연구는 분석결과를 바탕으로 장애인을 위한 도시계획의 정책과제를 제시하였는데 도시계획 요소를 반영한 시설에서 모든 불편사항의 완벽한 개선을 위해서 제도적인 접근이 필요하다는 점의 제시하였다. 연구결과 장애인 친화적인 도시공간을 조성하기 위해서는 장애인의 장애 유형별 특성을 고려하여 활동 및 생활이 편안한 도시를 조성하기 위한 계획요소를 적절히 배치하는 것은 매우 중요하다는 것을 제시하였다. 본 연구는 더 나아가 도시계획 차원에서 장애인 문제를 지속적으로 해결하기 위해서는 제도적인 접근이 필요하다는 것을 제시하였다. 그리고 본 연구는 시론적인 연구로서 앞으로 장애인을 위한 도시계획의 개선방안에 대한 연구가 실증적 측면과 제도적 측면에서 지속적으로 이어져야 할 것이라는 점을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study aims to investigate urban planning factors that reflect the characteristics of the disabled who would be affected most by urban planning factors among the people who are classified as the socially vulnerable people. In order to achieve the purpose, this study reviewed problems of various urban planning factors related to the disabled in Korea. Then, based on the results, it conducted a research focusing on the improvement plans.

In this study, two research methods were used: literature review and empirical analysis. First of all, through reviews on previous studies and related theories based on literatures, this study suggested theoretical rationales regarding the necessity for urban planning for the disabled. Then, by referring to statistical data, laws, and regulations provided by Daegu Metropolitan City Office, Ministry of National Territories and Marine Affairs, and Ministry of Health and Welfare, this study analyzed the characteristics and current status of the socially vulnerable people and the disabled in Daegu City and Korea, and the current status and problems of urban planning and related facilities.

This study conducted an empirical analysis in order to validate hypotheses suggested in previous studies and theoretical studies and their problems, in addition to conducting a literature review. In the empirical study, a questionnaire survey was done with the disabled and it analyzed improvement factors of urban planning by diverse types of disability.

This study suggested policy tasks of urban planning for the disabled based on the research results. It also suggested that an institutional approach is required for complete improvement of every inconvenience in the facilities where urban planning factors are reflected.

The research results presented that it is quite important to allocate urban planning factors properly in consideration of the characteristics of the disable according to the types of disability in order to create a disabled-friendly urban space where activities and life are comfortable for the disabled. Furthermore, it suggested that an institutional approach is required to solve the issues of the disabled in a sustainable manner at the level of urban planning. This study as an exploratory analysis also suggests that studies of the improvement plans for urban planning for the disabled will be maintained in terms of empirical aspects and institutional aspects in the future.
