제4차 산업혁명 시대 기술변화의 영향으로 인한 고용정책변화 : 몽골의 주력산업분야 사례 = Changes in Employment Policy due to Technological Changes in the Fourth Industrial Revolution : Cases of Main Industrial Areas in Mongolia

국문 초록 (Abstract)

본 연구는 몽골 주력산업분야의 고용시장 및 고용정책 분석을 통해 제4차 산업혁명 시대 기술변화로 인한 고용변화와 관련된 문제점을 도출하고, 문제해결을 위한 정책 방향을 제시하고자 했다. 연구의 대상은 몽골의 중장기국가 개발정책과 각 산업분야 개별 정책에서의 고용정책이다. 선행연구를 통해 제4 차 산업혁명 시대 기술변화의 영향으로 인한 고용변화로 일자리 수의 변화, 고용형태 변화를 설정하고 분석에 활용했다. 연구결과, 통합적인 중장기 국가개발 정책에서 미래 고용변화에 대응하고자 하는 시도가 나타나고 있으나, 주력산업분야에서는 정책변동이 이루어져야 하는 상황이다. 제4차 산업혁명 시대의 몽골 주력산업분야 고용정책 방향으로 산업구조의 전환, 고용전망시스템 구축 및 고용노동연구의 개발, 일자리창출, 인력수급균형 유지, 직업전환교육 및 평생교육제도 강화, 고용통계조사재설계, 사회보험을 포함한 사회 안전망 체계 강화 등을 제시했다. 본 연구는 2차 자료만 이용한 한계점이 있다. 따라서 이런 한계점을 보완하기 위해 정책결정자 및 담당자를 대상으로 심층면담을 실시하고 고용시장에 대한 실증연구를 후속연구로 진행하고자 한다.

Through the analysis of employment markets and employment policies in Mongolia s main industries, this study sought to derive problems related to employment changes caused by technological changes in the Fourth Industrial Revolution and to present policy directions. The subjects of the study are employment market conditions in major industries, mid- to long-term national development policies, and employment policies in individual policies in each industry. The research was conducted using the literature analysis method, and through prior research, changes in the number of jobs and employment patterns were established and used for analysis due to changes in employment due to technology changes in the Fourth Industrial Revolution. As a result of the research, attempts are made to respond to future employment changes in the integrated mid- to long-term national development policy, while policy changes should be made in the major industries. In the era of the Fourth Industrial Revolution, the government proposed the transition of industrial structures, establishment of employment outlook systems, development of employment and labor research, job transition education and lifelong education systems, redesigning employment statistics. This study has limitations using only secondary data. Therefore, to compensate for these limitations, we would like to conduct in-depth interviews with policymakers and officials and conduct empirical research on the job market as a follow-up study.
