This study examined the semi-private characteristics of frontage spaces in commercial and business districts of the Multifunctional Administrative City. Frontage spaces are open areas located between buildings and streets that are planned to improve pedestrian environments and activate street life. On the other hand, they are increasingly being used for terraces, outdoor seating, and other commercial activities. This study analyzed district unit planning guidelines and planning maps and conducted an image-based observational survey of selected commercial and business sites. The results showed that frontage spaces are systematically produced through planning elements such as building setback lines, build-to lines, and wall setback regulations. While originally intended to support pedestrian circulation and street continuity, these spaces also accommodate commercial activities and social interaction. The findings suggest that frontage spaces function as semi-private spaces where public and private uses coexist. They contribute to pedestrian accessibility and street vitality while simultaneously allowing commercial occupation and private use. Therefore, frontage spaces should be understood not merely as setback areas but as transitional urban spaces mediating publicness and privateness. This study provides implications for the planning and management of frontage spaces in planned cities and contributes to a better understanding of semi-private urban spaces from an urban design perspective.
