    재정압박에 관한 논의는 주로 미국을 중심으로 전개되어 왔다. 지방정부의 파산(bankruptcy)이 제도적으로 허용되는 미국에서는 재정압박이 곧 공무원 해고, 공공도서관 폐쇄, 치안 서비스 축소와 같이 주민들에게 실질적인 위험으로 나타난다. 반면 국내의 경우 지방교부세와 국고보조금 등 중앙정부의 강력한 재정조정제도가 모든 지방정부들이 표준적인 행정 운영이 가능하도록 보장하기 때문에 미국과 같은 파국적인 재정압박 상황이 발생하기 어렵다. 그러나, 이것이 곧 국내 지방정부가 재정적으로 건전하고 자유롭다는 것을 의미하지는 않는다. 오히려 낮은 재정자립도와 중앙의존적 세입구조 속에서, 지방정부는 경직성 경비의 증가와 자체사업을 위한 재원의 고갈로 인해 주민들의 다변화된 수요에 대응하지 못하는 만성적이고 구조적인 재정압박 상황에 놓여져 있다.

    본 연구는 이러한 문제의식 하에서 재정압박에 대응하여 지방정부가 보이는 세출행태를 분석하였다. 연구에서 답하고자 하는 연구질문은 세 가지이다. 첫째, 지방정부의 재정압박은 무엇을 의미하는가? 둘째, 재정압박에 지방정부가 보이는 세출대응은 어떠한가? 셋째, 재정압박에 따른 지방정부의 대응 기제는 무엇에 기인하는가? 이를 위해 먼저, 한국적 맥락의 재정압박에 대해서 논의하였다. 국외 문헌들에서는 재정압박을 지방정부의 재정상태가 악화됨에 따라 필수적인 공공서비스가 중단(도서관 폐쇄, 가로등 소등 등)되어 주민들의 삶에 실질적인 위협으로 나타난다는 점을 가르킨다. 하지만, 우리나라 지방정부의 경우 상위 정부의 재정조정제도로 인해 공공서비스의 중단보다는 ‘자율적 재원의 부족’이 주된 문제로 나타난다. 이에 본 연구는 한국적 맥락에서 재정압박에 대한 새 관점을 제시하고, 지방정부가 재정압박에 대해 어떠한 전략적 세출 대응을 보이는지, 그리고 그러한 대응의 차이가 어디에서 기인하는지를 규명하는 것을 목적으로 한다. 분석자료는 2015-2023년 전국 226개 기초지방정부의 패널자료를 구축하였으며, 분석방법으로는 전년도예산이 당해 연도 예산에 영향을 미치는 예산의 점증주의적 속성을 반영한 동태적 패널 모형을 설정하였다. 시스템 GMM 추정방식을 활용하여 재정압박이 지방정부 세출대응에 미치는 영향을 분석하였다.

    Discussions on fiscal stress have primarily developed around the United States. In the U.S., where local government bankruptcy is institutionally permitted, fiscal stress manifests as tangible risks to residents, such as public employee layoffs, library closures, and reductions in public safety services. In contrast, South Korea's strong fiscal adjustment mechanisms by the central government-including local subsidy and governemnt subsidies-ensure that all local governments can maintain standard administrative operations, thus shielding them from the severe fiscal crises observed in the United States. However, this does not mean that Korean local governments are fiscally sound and autonomous. Rather, amid low fiscal independence and a central government-dependent revenue structure, local governments face chronic and structural fiscal stress characterized by increasing rigid expenditures and depleted resources for self-financed projects, leaving them unable to respond to residents’ diverse demands.
    The importance of local finance has been continuously emphasized, with each new administration presenting the expansion and soundness of local finance as key national policy priorities. Numerous studies have identified the imbalanced revenue structure between central and local governments and the transfer of welfare responsibilities without corresponding fiscal support as causes of fiscal stress for Korean local governments. However, in-depth analysis of the response behavior—specifically, “how local governments adjust their budgets in response to fiscal stress”—remains insufficient. Moreover, general social perception tends to view local government budget management with a critical lens. The dominant narrative holds that “lax management,” including local government heads' populist project pledges or local council members' overseas trips disguised as official business, constitutes the main culprit of fiscal stress. Preoccupied with such normative criticism, researchers have neglected empirical investigation into whether local governments actually reduce or rather increase expenditures in response to fiscal stress.
    In light of these considerations, this study examines how local governments adjust their expenditures when confronting fiscal stress. The study addresses three research questions: First, what does fiscal stress mean for local governments? Second, how do local governments respond to fiscal stress in terms of expenditure? Third, what underlying mechanisms drive these fiscal responses? This study delineates the concept of fiscal stress within the South Korean context. Given that the conceptual framework of fiscal stress has matured predominantly in Western countries, particularly the U.S., existing literature often defines the term as a severe fiscal crisis wherein deteriorating conditions necessitate the suspension of essential public services (e.g., library closures or streetlight shutoffs), thereby threatening the basic welfare of residents. In the Korean context, however, centralized fiscal adjustment mechanisms prevent such drastic service disruptions; instead, fiscal stress manifests primarily as a ‘scarcity of autonomous resources’. Accordingly, this study proposes a new perspective on fiscal stress in the Korean context and aims to identify what strategic expenditure responses local governments exhibit toward fiscal stress and what accounts for the differences in such responses. The analysis utilizes panel data from 226 basic local governments from 2015 to 2023, employing a dynamic panel model that reflects the incrementalist nature of budgeting, where the previous year’s budget influences the current year’s budget. Using System GMM estimation method, this study analyzes the impact of fiscal stress on local government expenditure responses.
    Theoretical explanations regarding local government responses to fiscal stress have developed primarily around U.S. local government cases, and the development of this academic discourse can be summarized as Cutback Management, Austerity Urbanism, and Pragmatic Municipalism. This study notes that these three theoretical explanations, developed primarily in the U.S., were formed within an institutional context of broader fiscal authority and mature local autonomy compared to Korea, potentially limiting their applicability. In particular, due to limited fiscal authority and soft budget constraint issues, inconsistencies may arise when applying these three theoretical explanations to Korean local governments. Therefore, this study argues that Korean local governments’ responses to fiscal stress may not exhibit the cutback-oriented behavior presupposed by these three theoretical explanations, but rather may be differentiated according to the institutional conditions each local government faces and the resulting incentive structures. To explain this, three types of response mechanisms are proposed: first, “Substitution,” where shortfalls in own-source revenues are filled with external resources (transfer revenues); second, “Shifting,” where cost burdens are passed on to higher-level governments without self efforts; and third, “Acquiescence,” where spending is reduced in compliance with given constraints.
    The empirical results reveals that Korean local governments generally tended to reduce total expenditure in response to fiscal stress. Notably, in the realms of ‘developmental’ and ‘allocational’ policies, local governments predominantly exhibit acquiescent behavior, trimming subsequent budgets in alignment with fiscal constraints. This can be interpreted as local governments prioritizing cuts to visible project budgets such as SOC construction or local festivals to improve fiscal soundness in response to fiscal stress. IConversely, the redistributive policy domain displays distinct response strategies that vary by local government type. This finding corroborates previous literature highlighting the strong welfare orientation of Korean local governments and their reluctance to implement policies that impose costs on residents. In essence, rather than resorting to simple cutbacks, local governments employ highly strategic mechanisms to safeguard redistributive policies that command high resident demand.
    Si governments, possessing relatively high fiscal autonomy and management capacity, appear to adopt a ‘pragmatic substitution’ strategy. In response to fiscal stress, they seek to secure soundness by cutting self-financed project budgets while changing their revenue composition. Specifically, they tend to offset deficits by securing national and provincial subsidies. This behavior may be interpreted as a result of combining relatively high expenditure autonomy with the administrative capacity to proactively cope with environmental changes. In contrast, Gun governments, characterized by low fiscal independence and high dependence on local subsidies, exhibit a tendency toward ‘upward shifting.’ These governments were observed to increase subsidized project budgets without significantly cutting self-financed projects. This pattern can be understood as an indication of soft budget constraints, which may provide incentives for relying on expanded support from higher-level governments rather than bearing costs internally. Meanwhile, Autonomous Gu, with strong structural dependence on metropolitan governments, show patterns consistent with ‘adaptive acquiescence.’ They tend to adjust their spending scale to match given fiscal conditions rather than making independent strategic choices. This passive stance likely stems from their limited taxing autonomy and rigid revenue structures. Collectively, these analysis results suggest that local government responses to fiscal stress may not be merely products of fiscal conditions. Instead, they could be strategic choices influenced by the institutional incentive structures each government faces. The autonomy of Si, the soft budget constraints of Gun, and the dependence of Gu can be considered key factors that appear to shape different response mechanisms to similar fiscal pressures.
    The theoretical contributions of this study can be outlined as follows. By reinterpreting Western-centric discourse on fiscal stress through the lens of Korea’s unique institutional landscape, this study seeks to expand the scope of local finance theory. Existing theories often premise that local governments possess substantial tax autonomy. However, such frameworks may encounter limitations in fully explaining the Korean context, where strict legal principles governing taxation and robust central-local fiscal adjustment mechanisms prevail. Consequently, this study proposes that fiscal stress in Korean local governments should be approached from the perspective of ‘constraints on autonomous resources’ rather than ‘bankruptcy risk’. Furthermore, the analysis suggests that local government responses do not merely end in expenditure cuts but manifest as complex strategies. These include ‘pragmatic substitution,’ ‘upward shifting,’ and ‘adaptive acquiescence,’ which emerge from the interplay between own-source and transfer revenues as well as the burden of costs. This typological approach offers a theoretical framework for understanding, in a more multidimensional manner, the strategic behaviors local governments exhibit under a centralized fiscal structure.
    The empirical findings of this study point to the need to advance beyond the current uniform, quantitative indicator-centered management system. Instead, the results advocate for a ‘customized fiscal management system’ that aligns with the distinct characteristics and response mechanisms of each local government type. The analysis reveals that Si, Gun, and Autonomous Gu governments tend to activate divergent strategic mechanisms in response to fiscal stress. This variation implies that fiscal operations emerge differently depending on the institutional incentives facing each entity, thereby warranting differentiated policy interventions. Specifically, for Si governments that demonstrated proactive ‘substitution’ responses, policies would likely prove effective if they focus on expanding autonomy through substantial fiscal decentralization and performance-based incentives. In contrast, for Gun governments where dependent ‘shifting’ behavior was observed, it appears more prudent to foster self-help efforts. This could be achieved by enhancing fiscal accountability within the adjustment system rather than relying on top-down controls. Additionally, for Autonomous Districts with clear structural limitations, strategies to bolster fiscal capacity by leveraging the ‘intermediate coordinator’ function of metropolitan governments merit consideration.

In contrast, South Korea's strong fiscal adjustment mechanisms by the central government-including local subsidy and governemnt subsidies-ensure that all local governments can maintain standard administrative operations, thus shielding them from the severe fiscal crises observed in the United States. However, this does not mean that Korean local governments are fiscally sound and autonomous. Rather, amid low fiscal independence and a central government-dependent revenue structure, local governments face chronic and structural fiscal stress characterized by increasing rigid expenditures and depleted resources for self-financed projects, leaving them unable to respond to residents’ diverse demands.
