Unlike the developed countries, Korea has protected her agrofishery industries by preventing the import from abroad. Such a policy is likely to lead to both the destruction of basic infrastructure of agrofishery industries and the wild fluctuation in the domestic prices, if the proceeding Uruguay Round negotiations come to a settlement.
Uruguay Round negotiations, which broke down since the Brussel ministerial meeting, was back on track last February. But there has been no progress toward a negotiated solution, as the U.S., E.C., and Japan refuse to budge from their original stand. It will take much time to reach an agreement in detail in the negotiations. In the case of settlement, furthermore, a graceperiod of 10 years or more will be allowed.
In view of the recent situation in U.R. negotiations, we must take some measures to cope with. The desirable measures should employ the long-term and short-term countermeasures against the U.R. negotiations.
