국내 대학의 유럽학 연구 및 교육 조직과 활동 분석: 한국외국어대학교 사례를 중심으로

국문 초록 (Abstract)

유럽학 연구가 한국 사회에서 40년 넘는 역사를 가지고 발전하는 과정에서, 1990년대부터 유럽연합(EU)은 본격적인 지역학 연구의 대상이 되었다. 이후 대학교를 포함한 고등교육 및 연구기관에서 EU를 전면에 내세운 조직이 2000년대에 들어서면서부터 마련되기 시작하였다. 대표적으로 한국외국어대학교는 다양한 유럽지역 국가들의 언어를 교육하는 어학과들을 기반으로 지역학 활성화 과정에서 기존 서유럽연구소를 EU연구소로 발전시켰다. 이후 교내 EU연구자들을 중심으로 2011년부터 2015년까지 EU센터 활동, 2016년부터 2021년까지의 장모네 EU센터 활동 등이 진행되었다. 한국외국어대학교 EU연구소와 EU센터의 활동은 다양한 측면에서 유의미한 성과를 나타냈으며, 이러한 활동들은 EU를 한국 사회에 알리고 양측의 협력을 유도하는 플랫폼 역할을 해왔다. 또한 이를 바탕으로 학부과정에서 대학원 박사과정까지 연결되는 고등교육체계를 국내에 정착시켰고, 양 기관은 학교기관에서 EU에 집중된 연구를 수행하기 위한 물적/인적 인프라를 구축하여 관련 연구자들에게 다양한 기회를 제공하기도 하였다. 향후 대학교의 EU 관련연구 및 교육기관들은 기존 사회과학 중심의 지역학을 포함하여 양측의 과학/기술 또는 언어/인문학 분야에서의 협력을 효과적으로 지원할 수 있도록 하는 교량 역할을 해야 할 필요가 있다. 또한 이들은 대학구성원뿐만 아니라 양측의 사회구성원들에 다가가는 공공외교활동을 적극적으로 전개해야 하는 과제도 가지고 있다. 이를 위해서 관련 기관들은 새로운 프로그램과 공공외교 개념에 대한 보다 깊은 이해를 바탕으로, 국제사회와 EU의 전략을 한국의 정책과 접목할 수 있는 역량을 강화하여 교육과 연구에 투영해야 할 것이다.

다국어 초록 (Multilingual Abstract)

In the process of developing European studies with more than 40 years of history in Korean society, the European Union (EU) became the subject of full-fledged regional studies from the 1990s. After 2000s, higher education and research institutions, including universities, have put the EU at the forefront. Representatively, Hankuk University of Foreign Studies (HUFS) has developed the existing Institute of Western European Studies into the Institute of European Union Studies in the process of revitalizing regional studies based on language departments that educate the languages of various European countries. Afterwards, the HUFS-HRI EU Centre activities from 2011 to 2015 and the HUFS Jean Monnet EU Centre from 2016 to 2021 were carried out, centered on EU researchers in the university. The activities of the EU Centre and Jean Monnet EU Centre at HUFS have yielded significant results in various aspects, and these activities have served as a platform to promote the EU to Korean society and encouraging cooperation between the two sides. Based on this, the HUFS established a higher education system that connects undergraduate to postgraduate doctorate programs in Korea, and both institutes provided various opportunities for researchers in the field of European studies by establishing infrastructure to conduct EU-focused research. In the future, EU-related research and educational institutions at universities in Korea need to act as a bridge to effectively support cooperation in the fields of science/technology or language/humanities from EU and Korea including regional studies centered on the existing social sciences. They also have the task to actively engage in public diplomacy activities that approach not only member of university but also member of both societies To this end, related organizations should strengthen their ability to integrate international society and EU strategies with Korean policies and project them into education and research based on a deeper understanding of the new program and the concept of public diplomacy.
