산업분야에서 물리적ㆍ인적 보안 시스템의 개선방안

국문 초록 (Abstract)

기업이 발전할수록 산업보안에 대한 필요성은 지속적으로 증가하고, 특히 고부가가치를 생산하는 경우라면 더욱 그러하다. 이 연구는 현대 산업사회에서의 산업보안 시스템의 개선에 대하여 연구하였으며 특히 산업보안 분야에서 가장 기본이 되는 물리적 보안 시스템과 인적 보안 시스템을 중심으로 고찰하고 개선방안을 제시하였다. 물리적 보안 시스템의 개선방안으로 CPTED의 적용과 인증된 제품의 의무적 사용을 제안하였다. CPTED를 적용하여 접근의 통제를 기본으로 하면서 사람들의 감시의 시선을 이용하여 범죄를 예방하는 방안이 필요하다고 보았다. 나아가 인증된 제품의 사용을 의무화함으로써 정상적인 성능을 발휘하지 못하는 방범창이나 범인의 얼굴을 식별할 수 없는 CCTV 등을 교체하여 물리적 보안 시스템을 개선할 것을 피력하였다. 다만 영세한 기업에 대해서는 국가의 지원이 필요할 것이다. 인적 보안 시스템의 개선이 가장 중요하다고 생각한다. 산업기술 유출의 대부분은 전∙현직 직원에 의해 발생하였고, 약 80% 정도가 본인이 근무하던 직장의 정보를 유출시킨 경우이었다. 인적 보안 시스템과 관련하여 다음과 같은 개선 방안을 제시하였다. 핵심인력에 대한 적정한 보상과 합당한 대우, 산업보안에 대한 체계적인 교육의 강화, 산업보안 전문가를 육성하여 현장 중심의 보안관리 시스템을 정비하는 방안을 주장하였다.

다국어 초록 (Multilingual Abstract)

The value of industrial security is being appreciated as the development in business. In particular, it is more remarkable in business which produce high added value. This study suggests opinions on direction of improvement of industry security system in modern industrial society. In this research, Physical and human security which are basic items of industry security are focused on. We proposed industrial security improvement plan especially focusing on physical and personnel security. The results were as follows. Firstly, in terms of physical security system, the most basic field, we suggested mandatory use of products that is certificated with CPTED. We maintained adapting CPTED for managing access and utilizing public scrutiny for prevention of crime. Also we aimed to ameliorate the physical security by compulsory using of certificated products so that we can replace the malfunctioning security grille and undistinguishable CCTVs. We believe that national support is needed for a small business for this. Secondly, we believe that personnel security system is the most essential part. Technology leakages occurred by past or present employees mostly and 80% of the leakages are caused by the employees who worked. Researcher suggested ways of betterment in terms of personnel security system. We insisted the several measures such as compensation for core manpower, reinforcement of industrial security education, systematic manpower education following one’s status and duty and recruitment of industrial security specialist for reinforcing security management system.
