This study is focused on the in-home support service for the elderly which originated from the home volunteer dispatch service for helping the single elderly who live under the basic livelihood security. It aims to reveal the problems of the in-home welfare service for the elderly and suggest the improvement alternatives.
The researcher wanted to look for any alternatives in Japan's in-home welfare service for the elderly support service. The following guidelines can be summed lip:
1. Prevention-oriented welfare service is necessary.
2. The blind spots of welfare should be eliminated by classifying the kinds and targets of the service.
3. Every in-home welfare service for the elerly including the long-term care insurance system for the elderly recuperation service should be subjectively managed by every city, gun [county], or gu [ward] authorities.
4. Professionalized personnel should support systematic in-home support service for the elderly through case management.
5. For safe financial resources, taxation and social insurance should be paralleled while the business should be run not by the local transfer but by the state.
6. As in the case of Japan, easier access should be allowed through the services for the in-home aged by improving the professional social welfare administrative system. For this purpose, in-home support service center for the elderly should play a role of the general welfare information center and provide simple service use procedures through case management.
7. The standardization of the records management business is necessary to develop the welfare of in-home support services for the elderly safely and steadfastly.
