淸末 蘇州 치안조직의 이원구조와 유형적 특성 = Dualistic Structures and Type Characteristics of Public Security Organization in Suzhou in the Late Qing Dynasty

국문 초록 (Abstract)

본고는 官과 紳商의 관계를 소주 치안조직의 방면에서 접근하였다. 청말 소주는 경찰과 상회가 공존하며 도시의 치안을 공동으로 유지시키고 있었다. 소주의경찰과 신상은 치안업무를 둘러싸고 복잡한 권력구조를 생성시켰다. 본고는 먼저청말 소주 치안조직이 경찰과 상단이라는 이원화된 구조를 형성하게 되었던 지역사적인 맥락과 원인을 규명하고, 치안조직의 이원구조 속에서 관상(官商)의 권한이 어떻게 배분되는가를 분석해 보았다. 그리고 이러한 분석을 토대로 소주 치안조직의 유형적 특징을 전국 주요 도시의 치안조직과의 비교를 통해 추출해 보았다. 본고를 통해 전통적으로 신사층이 강력한 영향을 미친 강남의 도시에서 경찰제도가 어떠한 방식으로 창설되어 뿌리를 내리게 되는지, 그것이 북방의 주요 도시와는 또 어떻게 다른지에 대해서 소주를 사례로 일정하게 실마리를 얻을 수 있다고 본다.

다국어 초록 (Multilingual Abstract)

This study approached the relationship between the government and the local elite from the aspect of the Suzhou security organization. The police and the commercial chamber coexisted and kept the city’s security together in the late Qing dynasty. The police and the gentry of Suzhou have created a complex power structure surrounding security affairs. This study first identified the local historical context and cause that led to the formation of a dualized structure of police and commercial chamber. Next, This study analyzed how the authority of the government and the local elite was distributed within the two-way structure of the security organization. Based on these analyses, the tangible characteristics of Suzhou’s policing organization were extracted through comparison with those of major cities across the country. This study will give some clues as to how the police system was created and rooted in cities in South China, where traditionally the local elite have a strong influence, and how it differs from major cities in the North China.
