코민테른의 통일전선론에 관한 역사적 연구 : 정부형태론을 중심으로 = (A) historical study on the united front theory in Comintern : focusing on the form of governmnet

국문 초록 (Abstract)

코민테른의 통일전선정책에 대한 정확한 이해는 마르크스-레닌주의적 혁명이론과 국제노동운동사를 살펴보는데 필수적이다. 한편 현대 세계사의 발전단계에서 각국이 다양한 통일전선이라는 운동형태를 통하여 사회구성체의 이행을 구상하고 현실화 시키려는데 일정의 보편성을 가진다고 볼 때 그 역사적 매개로서 통일전선에 대한 올바른 이해는 매우 중요하다. 그러므로 코민테른의 통일전선에 대한 역사적 연구는 통일전선 및 그것을 지향하는 운동의 의의와 본질을 이해하는 것이 되며, 새로운 기본적 관점을 구축하려는 작업이 된다.
따라서 본 연구는 코민테른에서 성립한 통일전선운동의 역사적 발전과정에 따라 하나의 과제로서 정부형태의 문제를 분석해보고자 한다. 여기에서 정부형태의 문제란 국가이론사에 있어 새로운 발전 계기를 이루고 있는 주제가 되며, 사회구성체 이행론의 특수한 부분을 이룬다고 할 수 있다. 왜냐하면 통일전선을 전술적 구상으로만 보아도 정부형태의 문제가 그 자체 전략적 과제에 결합됨으로서 이행론을 내포하는 것이기 때문이다.
본 논문에서 밝히고 있는 점은 다음과 같다.
첫째로 통일전선과 그것이 지향하는 운동에는 주로 전술적 측면을 대표하는 행동통일의 사상과 전략적 측면을 대표하는 연합권력의 사상이 개념적으로 내포되어 있다는 점이다. 이 양 계기는 각각 한 쪽이 다른 한 쪽을 전제로 하는 것이고, 실천적으로나 이론적으로도 이 양자는 결합의 내적 필연성을 가지고 있다고 생각된다.
여기에서 통일전선이라는 운동형태와 그에 대응하는 정부형태와의 결합 필연성이 초보적으로나마 나타난 것이며 그것이 일반성을 지닌다고 평가할만한 근거가 된다. 또한 정부형태를 매개하여 통일전선의 정책이 전략적 성질로 규정될 수 있는 방향이 제시되었다고 본다.
둘째로 코민테른 4회대회에서의 테제는 노동자정부를 통일전선의 필연적 귀결로 규정하여 프롤레타리아독재에의 이행형태라고 하였다. 즉 이것은 7회대회의 인민민주주의혁명의 전략이 이미 코민테른 4회대회의 방침에서 표명되었다는 평가를 할 수 있겠다.
셋째로 코민테른 7회대회에서의 인민전선정부는 민주주의적 독재를 실현하기 위한 구상이었으며, 이는 이행의 가능성을 권력의 측면에 관련시킨 이행형태라고 할 수 있겠다. 즉 인민전선정부는 반파시즘 인민전선 → 인민전선정부 → 민주주의적 독재 →인민민주주의 통치형태라는 논리로 인민민주주의 권력의 초기적인 규정을 준비하는 정부형태라는 것이다.

다국어 초록 (Multilingual Abstract)

The precise analysis on the United Front policy of Cointern is necessary for the understanding on the revolutionary theory of Marx & Leninism and also on the international labor movement history. On the other hand, the precise understanding on the United Front is very important as a historical means when we see that it has a series of generality to fomulate the translation of the social formation and carrying it out through the analysis of the various United Front movements in the development process of the World history. Thus, the historical study on the United Front in Comintern is the very thing to understand the meaning and essence of the movement that it aims at, and is awork to construct a new and fundamental view point.
This study tries to analyse the problem of governmental form as a task through the historical development process of the United Front movement rooted on the Comintern. Here. the problem of governmental form is the thesis on the motive of the new development in the study of the state theory. It also forms a special part of the translation theory of social structure. For the problem of governmental form contains the translation theory by combining it with the structural task of the United Front even when we see only the tactical conception of the United Front.
The main ideas of this thesis are as follows.
First, the United Front and the movement it aims contains the concepts the thought of united action representing the tactical aspect and of the thought of united power representing the strategical aspective. When we analyse both the two thoughts, we think that one can have meanings only when the other one exists. Also, the combination of the two has a internal necessity for both practicizing and the theoretically. Here, we think that the United Front policy with the governmental form seems to have the strategic character.
Second, the labor movement was determined as a necessary outcome from the United Front movement in the thesis of the Fourth Comintern was a kind of translation forms to the Proletarian dictatorship. This means that the tactics of the people’s democracy revolution in the seventh Comintern Meeting has already appeared in the fourth Comintern meeting.
Third, the people’s front government in the seventh Comintern meeting was a plan to actualize the democratic dictatorship. It is also a translation form that combined the possibility of translation to power. That is, the people’s front government means a governmental form that is preparing the intial rules of the people’s democratic power with the logic that the governmental form of Anti-Facism People’s Front leads to People’s Front Government leads to Democratic Dictatorship, and finally leads to People's Democracy.
