한국의 민주화와 문화정책의 변화에 대한 비판적 검토 = A Critical Review of the Cultural Policy in Korea Since the Process of Democratization

다국어 초록 (Multilingual Abstract)

This article discusses the cultural policy in South Korea since the process of democratization, focusing on the political basis for cultural policy and the administrative structures for cultural affairs. It attempts to evaluate the cultural policy in terms of what the government is pursuing, and how the government goes about the work in the right way. South Korea has experience of the process of democratization since 1987. The ministry of culture was founded in 1990. What has it been doing since then? The cultural policy has been likely to depend on the political circumstances without the reflection of cultural value which we ought to orient towards and a systematic approach in solving the problem. The foundation of the ministry of culture and the cultural policy are inseparable from democratization. In spite of efforts to develop cultural democracy and democratization of culture, the cultural policy has been used in a lack of decentralization and the public consensus of cultural value and has been criticized as being a mere display.
