The problems on the taxes policy related to the real estate are greatly integrated to two sides. One is the reconsideration of taxation equity; the other is that of taxation clearness. Its equity means that the taxes related to very high-price real estate should be imposed; Its clearness means that the real and practical standard value of real estate for tax imposition should be decided. If its equity is attained, its clearness will be guaranteed. The clearness problems on taxation to real estate are not necessarily for simply the reasonable operation of real estate taxation. The most serious problem caused by real estate policy is the damage of economic systems. Its failure leads to an unearned income, and thereby its income produces the circumstances centered upon real estate in the form of margin.
To solve these problems, the taxation policy related to the real estate should be reorganized, and its clearness should be guaranteed. The focus of its clearness is the understanding of the real estate value based on the real and current prices. Fortunately, its real and current prices is put down into root due to "the system of compulsory declaration in the transaction based on the real and current prices".
In 2007, it was a transfer income tax that was the core of the real estate tax. A transfer income tax is not only the most important factor that makes its real estate price settled down, but also it is the main cause which forces a real estate transaction to shrink from danger. This is because the imposition of a transfer income tax enforced in 2007 makes people feel a kind of heavy burden.
Early in 2007, the price of a house was stable, but in the second half of the year it was gradually on the decrease. At present, the market of a house is extremely in the worst condition, and the houses in a real estate are rarely transacted.
Recently, all the people have been much concerned about a transfer income tax. Many governments have brought out several kinds of alternatives, but they have never lost effect. The present government which grasped political power in 2003 made a large number of programs and plans to eradicate real-estate speculation, but they couldn't stabilize the price of a house.
Today, the most important issue follows: the argument on tax exemption when people own a house in just one family, a transfer income tax in very luxurious houses(over 600 million won), a 50 percent heavy tax in two houses in one family, a 60 percent heavy tax in three houses in one family, and the exclusion of a tax deduction in case of its long possession.
In my case, the system of a transfer income tax should be flexibly operated, and real and effective tax rates should be equalized. In the long term, the general imposition of taxes about income should try to be improved. It is not important what tax rate is applied to and what progressive tax rate is designed.
Currently, in a housing area caused by a liberalization, a localization, a openness in our society, the principle of the market economy drawn non officially is the most important.
Totally, the importance of the principle of the market economy is the general trend, but the policies on the social class excluded in a housing market must be promoted in a part of social welfare measures. Also, people who receive government assistance should be clearly defined and the goals in detail is concretely needed.
Lastly, government must help to ease regulations in a housing market, to recover the function of its market in order to smoothly develop its production and consumption in non official part, to reinforce the finance in public housing, and to concentrate on welfare policies and measures.
