Recently, in Korea, there has been a new change in households residing around office and school in downtown areas. A demand for residence has increased according to that. On the other hand, supply has decreased in the housing market. So, Ministry of Land, Transport and Maritime Affaires revised Architects Act in May 2009, and put an urban dwelling housing system in operation by easing some regulations such as apartment house price assessment, Parking Lot Act, and provisions of housing construction standards accompanied with that. As laws and ordinances are loosened, residents in the urban dwelling housing suffer from the problem of limited communal space and parking, and the problem of lacking in accessory · service facilities. This study is intended to select and comparatively analyze an area that can be compared with apartments, among areas for which a project of 30 or more units has been approved since the new laws and ordinances were put into operation in 2009 until the end of June 2015.
This study examined theoretical concept of urban dwelling housing and apartment, relevant laws and ordinances and eased regulations, and compared the current standards for planning the urban dwelling housing with those of apartment. Furthermore, this study finds problems with urban dwelling housing and the way ahead.
Regulations relating to height limit to building to secure sunlight and open space in the building site, parking lot, and accessory·service facilities were eased for the urban dwelling housing. This causes residents' inconvenience because facilities helpful to residents' residential and living environment are not installed. Besides, a parking lot doesn't secure 1 parking stall per dwelling unit. So, there is trouble among residents due to parking problem. Finally, easing the height limit to building for securing sunlight and open space in the building site leads to the creation of small communal space and resting space. So, the situation is that residents' inconvenience is of concern.
In the comparison of plan for apartment and urban dwelling housing according to area in chapter 3 of this study, the urban dwelling housing shows inferior residential environment. Furthermore, this study examined problems of urban dwelling housing and the way ahead.
First, the regulations eased in order to solve urban problems sharply increased the supply of highly profitable urban dwelling housing. In planning the urban dwelling housing, means of space configuration considering residents should be devised besides the relaxation of regulations. And the plan should not only conform to legal regulations, but also consider realistic residential environment.
Second, it was shown that the configuration and status of parking lot, outside room and accessory · service facilities is very insufficient. In order to solve this problem, a maximum consideration should be given to residents' convenience through 1 parking stall per dwelling unit. And the inconvenience of living should be solved through the installation of accessory·service facilities in consideration of residents' characteristics. And a maximum consideration should be given to residents' convenience through the creation of communal space.
Third, in the results through comparative survey in this chapter 3, the urban dwelling housing is intended to solve 1~2-person household's housing problem and social·urban problem. The present condition is that a lot of inconvenience is caused in laws where provisions are made and their actual use. And it is required to improve laws and municipal ordinances so that these are consistent with reality after grasping the problem and present condition of residential and living environment that becomes worse.
Finally, residents in the urban dwelling housing complex should be made to have attachment to the place they live, and should build community through life making a joint effort among neighbors.
