軍組織과 民間企業組織의 意思決定節次에 관한 比較硏究 = (The) Comparism Research about Decision Making Process of Military Organization and Civil Enterprise Organization

국문 초록 (Abstract)

오늘날 急變하는 國際情勢와 南과 北의 서로 다른 理念體制의 대립 속에서 軍事的으로 南과 北은 상호 대치하고 있는 상황이며, 세계적인 탈 냉전의 분위기임에도 불구하고 항시 北韓의 戰爭挑發 가능성이 상존하고 있다. 이러한 가운데 우리군은 합리적인 意思決定節次를 통하여 새로운 計劃樹立을 위한 방향이 모색되어야 한다.
따라서 效率的이고 合理的인 意思決定節次를 활용하여 作戰을 計劃하고, 部隊를 지휘하여 전쟁을 승리로 이끌 수 있는 관점에서 본 논문을 硏究하였다. 이러한 硏究目的을 달성하기 위하여 본 논문은 5개의 장으로 구성하였다.
제 1장은 序論이며, 제 2장에서는 意思決定의 일반적 이론을 제시할 것이다. 여기에서는 意思決定에 관한 일반적인 이론들을 살펴보고 意思決定에 관한 槪念과 節次를 명확하게 정립하고자 한다.
제 3장은 軍組織과 民間企業組織의 意思決定節次에 대하여 알아본 다음 이 2개의 절차를 군조직에 적용하여 보고 그 結果를 토대로 하여 長·短점을 비교 分析하고 軍組織의 意思決定節次의 短點을 도출하겠다.
제 4장은 제 3장에서 얻어진 結果를 토대로 하여 民間企業組織의 意思決定節次의 長點을 軍組織의 意思決定節次에 도입함으로써 보다 합리적이고 효율적인 軍組織의 意思決定節次를 정립하도록 하겠다.
제 5장은 結論으로써 앞에서의 논의를 기초로 結論을 맺겠다.
본 論文을 要約하면 다음과 같다.
인간은 일상의 생활에서 다양한 문제해결의 상황에 직면하여 意思決定을 행하고 있다. 이것은 어느 조직이나 동일하며, 民間企業組織內에서 經營管理者나 종업원들도 마찬가지이며, 또한 軍 組織內에서도 다양한 의사결정이 이루어지고 있다. 意思決定의 문제는 기업간 경쟁의 격화나 국제적인 정치, 경제적 유동화 현상에 따라 그 비중이 더해졌다.
意思決定이란 특정한 상황 또는 장차 일어나리라고 생각되는 상황으로부터의 요구나 요청에 따라 목표를 선택하고 그 시점에서 이용 가능한 다양한 수단 가운데 특정한 수단을 선택하는 것이다. 이 개념은 인간의 행동이나 사회현상을 파악하기 위한 중요한 개념으로 정신분석학 심리학 · 경영학 · 정치학 · 사회학 등 사회과학의 여러 분야에서 사용하고 있다.
民間企業組織에서 問題解決과 意思決定은 특히 중요시되는데, 意思決定은 조직에 큰 영향을 미칠 뿐만 아니라 組織이나 개인의 행위를 결정하여 주기 때문이다. 民間企業의 장기계획과 같은 意思決定은 그 組織의 미래와 관련이 있으므로 대단히 중요하다고 할 수 있다.
또한 軍組織에서의 意思決定은, 적게는 한 部隊의 戰鬪에서의 勝敗를 결정하게되고 조직원의 생명과도 같은 역할을 하며, 크게는 戰爭의 勝敗를 좌우함으로써 國家의 運命을 決定하게 되는 매우 중요한 역할을 한다.
民間企業組織에서의 意思決定이란 조직의 효과성과 성과에 영향을 주는 근본적인 요인이 된다. 組織內에서는 課業 및 목표설정을 비롯하여 구성원들의 업무분담, 상호간의 마찰 등 각종 문제가 발생할 수밖에 없다. 즉 종업원 선발은 어떻게 하고 생산량은 어떻게 결정할 것인가 등 여러 意思決定이 이루어진다. 이러한 意思決定의 問題들을 어떻게 해석하고, 결정하냐에 따라, 즉 이러한 문제에 대하여 의사결정을 통하여 조직의 효과성을 도출하는 것이 經營管理者의 직무 중 가장 重要한 事項이라 할 수 있다.
또한 軍組織에서의 意思決定은 자신이 수행하여야 할 임무는 무엇이며, 이러한 임무를 遂行하는데 있어서 영향을 미치는 요인(가용자원, 싸워야할 적부대의 규모, 능력, 적의 방책, 싸워야할 전장환경 등)은 무엇인가를 분석한 후, 이러한 任務를 효과적이고 효율적인 수행을 위하여 선택할 수 있는 최선의 방책은 무엇인가를 결정하게 되는 것이다. 따라서 軍組織에서 指揮官의 意思決定은 指揮官의 職務 중 가장 重要한 事項이라고 할 수 있다.
따라서 이렇게 重要한 意思決定을 어떻게 하면 보다 합리적이고, 적시적으로 하는가는 매우 重要하다고 생각되며, 이를 위하여 표준화된 절차가 적용되리라고 판단된다.
軍組織에서는 意思決定節次를 部隊指揮節次라는 명칭을 사용하고 있다.
部隊指揮飾次는 指揮官과 參謀가 軍事的인 問題를 解決하기 위해 計劃을 樹立하고 시행할때 적용하는 논리적이고 체계적인 意思決定節次이다.
속도전이 요구되는 현시점에서 戰場에서 勝利하기 위해서는 敵보다 더 빠른 決心과 行動으로 주도권을 장악하여야 하며, 이를 위해서는 指揮官의 決心과 戰鬪力 運用의 同時性 및 統合性 달성이 필수적이다.
部隊指揮飾次는 任務를 遂行하는 過程에서 指揮官과 參謀가 戰場狀況을 검토하여 計劃을 樹立하고 計劃을 완성하는 단계에서 논리적인 결심에 이르도록 하는 의사결정 절차로서 활용한다.
部隊指揮飾次를 적용함에 있어서 가장 우선적으로 고려할 事項은 時間이다. 결심수립에 소요되는 시간과 참모지원이 충분히 가용할 때에는 방책들을 충분하게 검토함으로써, 가능한한 최소의 희생으로 任務를 성공적으로 달성 가능하도록 전술적으로 건전하며 戰鬪力 統合을 극대화 할 수 있는 계획을 발전시키는데 초점을 두어야 한다.
그러나 계획을 아무리 치밀하게 수립하였더라도 각종 偶發狀況(적 행동의 변화 상급부대로부터 지시된 임무의 변경) 등으로 인해 최초 계획대로 作戰이 진행되는 경우는 극히 드물다. 따라서 생각하지 못한 각종 偶發狀況 등은 신속한 결심을 요구하게 되며, 새로운 계획을 수립하거나, 사전에 수립해 놓은 계획을 수정보완해서 적용해야 한다.

다국어 초록 (Multilingual Abstract)

Today we have the situation which north korea and south korea confront each other with arms, different ideology in the world situation with sudden change and despite out of cold war, there's always posibility of war provocation by north korea.
So we have to devise a new plan through a reasonable decision making process, therefore we need to plan a strategy, applying an efficient, reasonable decision making process and this thesis is studied from the point of view that win a victory.
This is composed of five chapters for the purpose of research.
The first chapter is an introduction and the second is about a general theory of decision making with clear conception and process of decision making. At the third, we check decision making process of military organization and civil enterprise organization and then apply it in military organization, with the base of the result we compare, analyse strength and weakness, after that find out demerits of that.
The forth, through the result obtained by previous chapter, we will make more reasonable, efficient decision making process of military organization by introducing the strength at that of civil enterprise organization Finally, the fifth will be concluded with the base of previous arguement.
The summary of the thesis is as follows.
A human being is doing the decision making confronted with diverse situation with difficulty in daily life. It is the same as all kind of organization including civil enterprise organization ＆ military organization The problem of decision making has relative importance in accordance with the intensification of competition between companys, the phenomenon of economical liquidity and international politics. The definition of decision making is that we choose a goal from, the situation which is very specific or will happen in the future and at that point select specific means among diverse ones which can make use.
This conception has the important purpose for the grasp of behaviour of human being and social phenomena, which is used in various field such as psychoanalysis, psychology, business management, politics, sociology etc. Specially solving problem and making decision are important in the civil enterprise organization, because it has effect on organization, individual behaviour. And also the decision-making in the long-range plan of civil enterprise organization is momentous because it is related to its future.
Decision making in military organization decide the issue of the battle in a unit and has the role of life and the other hand, it determine the destination of a nation by deciding the victory of war.
Decision making in civil enterprise organization is a fundamental factor which influence organization's efficiency and result. It always happen that sharing duty, strife in mutual has several problems in the organization, including how to establish target, pick out new employees, produce guantity of goods etc. It is the most important role for business manager to make efficiency of organization, for instance how to comprehend, decide problems of decision making. We need to analyse our duties, factors which may influence on doing job such as resources be in use, enemy's scale, ability, plan and environment of battlefield, after that we decide the best policy for doing duty with effectiveness.
So commander's decision making is the most important one of his roles. It's considered that it is important to do more rational, opportune and also a standard process will be applied.
In military organization we call it the command process of unit.
The command process at unit is decision making process, which is logical, systematic, with taking a plan, effect for commander, and General staff with solving military troubles.
The present time demand speed in war and have to come into power with fast determination, action. Consequently it is essential that a commander has the unification, simultaneity of battle force's application.
The command process of unit may be used as a decision making process which lead to logical determination from the phase that commander and General staff examine the situation of battlefield and establish plan, complete it in the course of doing job with applying it. Time is the most considerable factor. as we examine policy sufficiently, when the time reguired in making decision and the support of General stuff can be used enough, we need to focus on developing plan with the minimum sacrifice, which is wholesome tactically, to the maximum unification of battle force.
But despite plan established precisely, it is very rare that the strategy planned at the beginning is progressed because there exist contingent situation such as changes of enemy's conduct, modification of duty odered from the upper unit.
So contingent situation of various kinds, which is unthinkable, need determination with fast and establish a new plan or apply it planned before, with amending, supplying.
