In this study, research has been made through survey on the trends and conditions of the residents living in public rental houses in capital area, which is general in the plans and desires for residential control and residential mobility in relation to the residential characteristics and satisfaction on the residential environments. Major results of the study are summarized as follows: First, 59.5% of the residents living in public rental house, which is more than a half, had plans or desires for moving their residence for adjusting their living space, 52.2% of them desiring to move to houses of smaller or larger area although 7% of those who wanted to move actually had difficulties due to their circumstances. Most important reasons for moving was related to the residence itself such as better educational environment for their children and deterioration of current houses and facilities, and also the desire of the residents for owning their houses and securing larger living space for increased family members was also a major reason for moving house. Desired place for moving was in the order of rental apartment, national rental house and permanent rental house.
Second, in relation to the distance of residential mobility, most desired area for moving were the place which is near or inside the place where they were living. The residents of national rental house, especially, cited the most important reason for moving as educational environment for their children.
Third, in relation to the time the public rental house residents want, 68% of the residents responded that it is difficult to move residence at the appropriate time they want. Also, 68% of the residents said it is necessary to control and move residence in accordance with their life cycle.
Forth, in relation to the proper ways for residential mobility, 52.5% of the residents wanted the ways of residential mobility in which residential control is made through consulting and discussion based on objective standards and examination reflecting the opinions of the residents, 24% wanted compulsory system considering the publicity of residential control, and 22.5% wanted the way in which residents can decide based on their responsibility and autonomy.
Fifth, in relation to the institution which can provide actual help the residents of national rental house and permanent rental house in consulting and discussing for their residential control and residential mobility, 54% of the residents responded that the owning or administrating institutions of the public rental house is appropriate, 24.5% responded that professional institution and related organization equipped with professional staffs on residential welfare are appropriate, and 21% responded that central and regional government are necessary.
sixth, in relation to the supportive policy for the residential control and residential mobility of the residents of national rental house and permanent rental house, 31.5% of the residents responded that monetary support policy is necessary, 29.5% responded that public support of certain amount of rental and maintenance costs is necessary, 18% responded that preference and consideration for long term residence should be increased, 11% responded that institutions for professional consulting and discussion should be established, and 10% responded that continuous flat surface development and increase of supply is necessary for satisfactory expansion of choices.
Summing up the major survey results, it is necessary to provide ways to activate the residential mobility of the residents of public rental house such as revising related laws and systems reflecting the number of family members and physical, population sociologic, economic and cultural characteristics so that reasonable consumption of residence is induced and residential mobility can be promoted.
In conclusion based on the major study results, in providing ways for activating residential mobility of the residents of public rental house, from the viewpoint of suppliers, it is necessary to change the perception of policy authorities on the public rental house and comprehensively revise the regulations on administration and maintenance of existing public rental house so that reasonable residential consumption is induced and residential mobility is promoted.
In addition, it is necessary to establish new institutions and provide supportive polices on the public rental house including extension of recruiting and circulating potential candidates of residents having residential mobility, temporary allowance on the exception of sublease agreement, limited supply of houses among residents desiring residential mobility, increased monetary support such as loan on house lease, policy for promoting moving into public rental houses of residents of waiting list such as supply of share houses and joint house.
From the viewpoint of consumers, it is necessary to make efforts for reasonable residential consumption on the part of individual households, and actively participate in the residential control programs.
