재외선거제도의 논점과 과제 = A Study on Legal Issues and Problems of Voting System from Abroad

다국어 초록 (Multilingual Abstract)

Because the Voting Right is the most fundamental and obligatory right for the Realization of Popular Sovereignty, the violation of the right must be minimized. From this point of view, this study investigated some estimated problems of the voting system form abroad introduced by the 2007` judgment of the Constitutional Court. And this study suggested some reform measures of this system by investigating foreign legal systems from the point of comparative study. The main contents of this stydy are as follows, The chapter Ⅱ examined the outline of the voting system from abroad with priority given to the right to vote, the eligibility for election, the organization for election administration, the procedure and method of election and the election campaign, ect. The chapter Ⅲ made an excavation some suggestive points by investigating American, German, Franch, Japanese voting system from abroad. The chapter Ⅳ suggested some improvement plans in connection with the magnification of the right to vote and voting method, etc.
