This study searched for the present condition that university libraries construct repository and manage publications of university research institutes and analyzed problems in that. This study also suggested the method to improve the way to manage publications of university research institutes using repositories. Also, the study tried to contribute to improve the coefficient of utilization of the publications.
For this, documentary records, the present statues were studied and questionnaires were conducted. In the study on documentary records, the meaning of institutional university repositories and features of the publications based on the open excess were considered. In the study on the present conditions, how university libraries in Korea manage the publications of university research institutes was considered and how the representative institutional university repositories have been managed within Korea and in other countries was studied. Through questionnaires, the present conditions that university libraries construct repositories and manage the publications were studied and problems were analyzed.
The results showed that there are diverse problems in collecting, managing publications, managing copyright, supporting users and advertising them when constructing the publications of university research institutes in repositories. Based on these results, the study suggested how to improve the way to manage the publications using institutional university repositories.
First, in the collection aspect, if legalized regulations on the submission of publications of university research institutes were made, the construction ratio of repositories can be increased. Also, it is really good to expand types of data so that diverse data can be collected such data on the science council or research reports, besides collection of learned papers. If repositories support diverse forms of files by promoting self-archiving of researchers and making forms of files standardized, the number of publications that were constructed in repositories can be increased.
Second, in the management aspect, if thorough inspections on meta-data are conducted and regulations on revision and deletion are made, the quality of publications of university research institutes that are constructed in repositories can be increased. It is also possible to systematically manage them. Also, the construction ratio of the publications can be increased through the relationship with agencies. It is also possible to increase the quality of managing repositories through support and education that make people who are charge of repositories specialized and supply manpower.
Third, in the copyright aspect, university libraries can revitalize co-ownership of information when managing copyright of publications of university research institutes by selecting CCL. Problems on co-ownership of information and copyright can be solved by applying preservation techniques through DRM.
Forth, in the supporting users and advertisement aspects, if it is induced for presenters to directly submit documents and it becomes a duty to submit digital files by making diverse notice methods how to submit documents, the service period can be reduced. Also, if the introduction on the repositories is on the libraries' homepage and diverse rinks are offered, accessibility can be improved. If repositories are advertised by using advertisement media that many members of schools can face, it will be revitalized to use the repositories.
If these suggestions can be conducted as specific and coherency plans, the construction ratio of the publications' repositories can be improved. Through it, the use of the publications of university research institutes can be more revitalized.
