중국의 대학 평가 연구 = A Study on University Evaluation in China: The Cases Study of the Evaluation by Chinese Government and Society

국문 초록 (Abstract)

오늘날 대부분의 국가에서 고등교육의 질적 제고를 위하여 대학의 평가를 중요시하고 있다. 이것은 대학의 질적 교육이 시대적으로 커다란 전환기를 맞은 오늘날의 위기를 극복할 수 있는 원동력을 지니고 있음을 의미한다. 중국도 예외는 아니어서 그들의 대학평가는 20세기의 80년대 초에 시작하여 현재까지 이르고 있다. 대학의 형성에 상당히 오래된 역사를 지닌 것과 달리 중국에서의 대학평가는 대략적으로 20여년의 길지 않는 역사를 지니고 있다. 그럼에도 불구하고 그들은 대학평가와 관련하여 대학평가를 위한 기구조직, 평가모형 등 각 방면에서 많은 발전을 거듭하여 왔으며, 다른 나라와 마찬가지로 교육의 질 검증 수단으로 평가라는 제도를 도입하고 있다. 이 논문은 이와 관련된 중국 대학평가의 전반적인 발전과정(정부평가중심)과 평가모형의 발전과정을 간략히 소개하고, 현 중국의 대학평가가 당면하고 있는 문제점과 그 과제를 함께 모색해 보고자 한다.

다국어 초록 (Multilingual Abstract)

University evaluation in China stated at the beginning of the 1980's. In the past twenty years, Chinese university evaluation system has got well development in the organizing, system constructing and theory research. This article focuses on the development process and evaluation model of university evaluation in China. The study is carried out according to the following logical process: theoretical basis, index system, and comprehensive comparison.
Based on the objective and all-sided analysis of historical development of the university evaluation activities in China, this paper analyzes the development process of university evaluation by government and society in China. Different evaluation purposes and positions determine different features and highlight. For instance, the former stresses comprehensive development of university input, process and consequence; while the latter pays more attention to serving customers and reflecting social values.
In conclusion, Chinese government evaluation and society evaluation play important roles in improving the quality of higher education, reflecting social requirements and strengthening the cooperation between universities and society. Meanwhile, there are still problems unresolved, such as the comparability of the evaluation contents, lack of awareness of evaluation and independence of more objective evaluation index system, make the evaluation subject more diverse and make full use of evaluation result are important domains of further research in university evaluation activities.
