성찰적 행정의 변증법적 관점:『주역』의 인식론을 중심으로 = A Dialectical Perspective of Reflexive Public Administration:Focused on an Epistemology of 'The Book of Changes'

The aim of this study confirmed a limitation of method of positivism and phenomenology, I hoped overcome with dialectical epistemology of The Book of Changes. Neither functionalist nor interpretive epistemologist provide a comprehensive view of complex social reality. They argue may be viewed as one-dimensional administrative theories, since neither provides an adequate picture of the totality of administration. Therefore, both need to assume a self-reflexive stance toward the problems of public administration and toward their unwitting role in them.
In this study, I had proposed that a reflexive public administration can provide a new theoretical perspective for understanding social phenomena, and that hence may be able to discover new possibilities for reordering administrative institutions. For this reason, I introduced the concept of a reflexive public administration and its critical elements, to suggest the linkage between the concept of reflexivity and the method, and explored the philosophical ground for administrative praxis. At this point, a dialectical perspective could provide a frame-work for discovering theoretical alternatives and problem-solving activity relevant.
As a result of study, Methodology and thought of The Book of Changes is possibility a dialectical perspective of a reflexive public administration by means of good praxis action, and confirmed beyond one-dimensional administrative theory. Namely, Epistemology of The Book of Changes is a dialectical perspective, creative and integrative approach method, a interaction of conceptual contradictions in administration, and required necessary of dialectical discourse.

국문 초록 (Abstract)

본 연구의 목적은 기능주의적 인식론에 기초한 실증주의적 연구방법과 해석학적 인식론에 기초한 현상학적 연구방법의 가정과 한계를 검토하고, 이 한계는 변증법적 인식론의 시각으로 극복할 수 있음을 강조하는데 있다. 행정의 전체성에 충분한 모습을 제공하지 못하는 일차원적 행정이론을 극복하기 위해서는 지금까지의 행정연구 접근방법에 대한 성찰적 태도를 취할 필요가 있다. 성찰적 행정은 행정현상을 이해하는데 새로운 인식론적 관점을 시사하며, 방법론을 재구성할 수 있는 새로운 가능성을 제시한다.성찰적 행정을 위한 변증법적 관점은 행정가의 부단한 자기 비판적 사고와 연구방법론상의 관습으로부터 벗어나려는 노력을 요구한다. 특히 주역의 변증법적 관점이 행정연구에 주는 의미는 행정 현상을 ‘변화 과정’으로 이해하게 하며, 행정의 모순적 요소들은 변증법의 ‘전체성’과 ‘상호관련성’에 따라 통합조정되고, 변증법적 성찰로써 갈등과 대립이 해소되는 창조적 해결책을 제공 받을 수 있다는 점이다.
