협력적 거버넌스 모형을 통한 지역 간 협력 사례 분석 = Analysis of Regional Collaborations based on the Collaborative Governance Model: A Case of the Daejeon Metropolitan Area Collaboration Projects

국문 초록 (Abstract)

본 연구는 지역경쟁력 확보라는 측면에서 지역 간 협력을 어떻게 도모할 것인지에 대하여 논의하고 있다. 특히 협력적 거버넌스 이론과 실제 대표적인 성공사례로 꼽히는 트라이앵글 연합의회를 통하여 지역 간 협력이 작동하는 프로토 타입을 도출하고, 이를 바탕으로 우리나라의 대표적 지역 간 협력 사례의 하나인 대전대도시권 협력사업을 평가하였다.
협력적 거버넌스 이론과 실제 성공사례는 리더십과 상시조직, 독립예산, 참여 지자체간의 영향력과 자원의 균형, 외부효과가 존재하는 사업 대상 등을 지역 간 협력 성공의 필요조건으로 제시하고 있지만, 대전대도시권의 경우 이러한 요건들이 제대로 충족되지 못하였고 이는 협력 성과의 부재로 나타났다. 지역 간 협력사업으로서 대전대도시권이 가지는 문제는 하나의 사례에 그치는 것이 아니라 우리나라에서 현재 진행되고 있는 대부분의 지역 간 협력 사업이 직면하고 있는 공통적 문제라고 볼 수 있다. 따라서 본 연구에서 고찰한 협력적 거버넌스 이론과 성공사례는 지역경쟁력 제고를 위한 지역 간 협력을 도모하기 위한 중요한 정책적 함의를 제공한다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This study examines an approach to facilitate regional collaborations, which is often considered a key to the regional competitiveness. In particular, the study develops a prototype for the regional collaboration based upon the theory and a successful case (i.e., Triangle J Council of Governments) and attempts to evaluate the case of Daejeon Metropolitan Area collaboration projects. The proposed prototype presents leadership, permanent organization, indepenent budget, balance of resource and power among participants, and presence of externalities as necessary conditions for the success of collaborations. However, Daejeon Metropolitan Area does not satisfy such conditions in many respects. The problems that the Daejeon Metropolitan Area face are common in othe regions. Therefore, the findings from this study can offer important policy implications for the central and local governments, which aim to promote regional collaborations.
