국제스포츠대회 안전활동에 대한 델파이 분석 = A Delphi Analysis on Security Activities of International Sports Events

국문 초록 (Abstract)

이연구는 한국에서 개최된 주요 국제스포츠대회 안전활동의 구성요소 및 문제점 을 도출하여 이를 토대로 국제스포츠대회 안전활동에 대한 발전방안을 제시하는데 그 목적이 있다. 이와 같은 목적을 달성하기 위해 델파이방법(Delphi Method)을 사용하여 전문가들의 의견을 수렴, 국제스포츠대회 안전활동의 단계별 구성요소 및 문제점 을 도출하고 이를 구성요소 별로 문제 인식과 개선가능성 인식에 대한 통계처리를 실시하였다. 이상의 연구 과정을 통하여 도출된 결론은 다음과 같다. 첫째, 국제스포츠대회 안전활동의 문제점 87개 항목에 대한 문제 인식은 "문제 가 다소 있다"(응답치 3) 이상의 응답치를 보인 항목은 총 76개 항목(87.3%)으로 집계되었다. 개선가능성 인식은 총 87개 항목중 "개선가능성이 다소 있다"(응답치 3이상, 응답치 4 미만)는 응답치를 보인 항목은 모두 85개 항목(97.7%)이었다. 둘째, 문제 인식과 개선가능성 인식 간의 Spearman의 순위상관분석을 실시한 결과, 상관계수는 -.403으로 통계적으로 .01 수준에서 유의한 관계가 있는 것으로 나타났다. 셋째, 계층1(대분류), 계층2(중분류) 등 구성요소 별 문제 인식 및 개선가능성 인식에 서도 유사한 결과를 도출하였다. 넷째, 국제스포츠대회 안전활동 발전방안으로는 ① 계획단계: 체계적인 안전활동 기반 조성, ② 준비단계: 안전 분야별 검토 및 보완 지속, ③ 시행단계: 안전 역량 최대 발휘 여건 구비, ④ 평가단계: 심층적 안전활동 정책평가 실시 등 크게 4가지로 구 분할 수 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this thesis is to extract constituents and controversial issues of security activities of major international sports events and to induce enhancement plans of security activities from the recognition for the controversial issues of security activities. The constituents and the controversial issues of each steps of security activities were extracted from experts' opinions using Delphi Method. The controversial issues of security activities were classified by the constituents of each steps and were taken statistics the recognition for problem and the recognition for improvement possibility. The conclusion reached through the aforementioned research in stated in the following. First, there were 76 items(87.3%) that replied 'above Response #3'(It leaves something to be desired) in the recognition for problems to 87 controversial issues of security activities of international sports events. There were 85 items(97.7%) that replied 'more than Response #3, less than Response #4'(There are some possibilities for improvement) in the recognition for improvement possibility. Second, according to application of Spearman's Rank Correlation between the recognition for problem and the recognition for improvement possibility, Correlation Coefficient yielded -.403(Sig=.01). Third, the same results were reached in case of the recognition for problem and the recognition for improvement possibility on the controversial issues of each constituents of ClassⅠ(Large Assortment), ClassⅡ(Medium Assortment). Forth, the enhancement plans of security activities of international sports events can be classified into four types of steps.
