    연구배경 : 도시로 인구가 밀집되고 구조가 복잡해짐에 따라 사회재난의 발생 빈도와 피해 규모가 지속적으로 증가하고 있다. 그러나 어린이, 노인, 장애인, 외국인 등 안전취약계층은 언어적 제약과 인지 능력의 차이로 인해 재난 정보를 신속히 이해하고 대응하기 어렵다. 국립재난안전연구원(2022)에 따르면 안전취약계층 인구는 2040년 전체 인구의 약 47%에 이를 것으로 추정된다. 현재 자연재난 표준 안전표지는 있으나, 사회재난 표준 안전표지는 아직 부재하다. 이에 본 연구는 안전취약계층의 인지 특성을 반영한 시각 정보 전달 체계를 구축하고, 누구나 직관적으로 이해할 수 있는 사회재난 표준 안전표지디자인을 개발하고자 한다.<BR/>연구방법 : 본 연구에서는 안전취약계층을 6-12세 어린이, 65세 이상 노인, 청각장애인, 외국인, 색각이상자로 설정하고, 연구를 총 4단계로 수행하였다. 첫째, 안전취약계층의 인지 특성을 분석하고 국내외 안전표지 사례와 제도를 조사하였다. 둘째, 국민재난안전포털을 기준으로 사회재난을 44종으로 분류·정의하고, 각 재난에 대해 A 상징형, B 단순 상황묘사형, C 복합 상황묘사형 세 가지 후보안을 설계하였다. 셋째, 전문가 자문회의와 이해관계자 워크숍을 통해 안전표지디자인을 검토·보완하였다. 넷째, 안전취약계층을 대상으로 사용자 평가를 실시해 디자인 적합성을 검증하였다.<BR/>연구결과 : 안전취약계층의 인지 특성을 반영한 사회재난 표준 안전표지디자인 44종을 개발하였다. 안전취약계층을 대상으로 한 사용자 검증 결과, 재난 유형별로 인지 효율이 높은 형태를 도출할 수 있었다.<BR/>결론 : 안전취약계층의 인지 특성을 반영한 사회재난 표준 안전표지디자인 44종을 개발하였다. 개발된 안전표지디자인은 사회재난 대응 정책과 시각 커뮤니케이션 전략 수립에 활용될 수 있으며, 재난 안전교육 자료로도 유용하다. 또 누구나 직관적으로 이해할 수 있는 시각 정보 체계를 구축함으로써 정보 접근성 향상에 기여할 수 있다.

    Background : Urbanization and increasing structural complexity have led to a continuous escalation in the frequency and severity of social disasters. Despite this, safety-vulnerable populations, including children, the elderly, people with disabilities, and foreign nationals, are at a disadvantage, struggling to quickly comprehend and act upon disaster information due to linguistic limitations and cognitive differences.<BR/>According to the National Disaster Management Research Institute (2022), the population of safety- vulnerable populations is estimated to reach approximately 47% of the total population by 2040. While standard safety signs for natural disasters exist, those for social disasters are not yet established. Therefore, this study aims to develop a standard safety sign design for social disasters that is intuitively comprehensible to everyone by establishing a visual information delivery system that reflects the cognitive characteristics of safety-vulnerable populations.<BR/>Methods : This study defined safety-vulnerable populations as children aged 6-12, seniors aged 65 and older, the hearing impaired, foreigners, and individuals with color vision deficiency, with the study conducted in four stages. First, cognitive characteristics of safety-vulnerable populations were analyzed and domestic and international safety signage cases and systems were investigated. Second, based on the National Disaster and Safety Portal, 44 types of social disasters were classified and defined. For each disaster, three candidate designs were created: a symbolic type (A), a simple descriptive type (B), and a complex descriptive type (C). Third, the safety sign designs were reviewed and refined through expert advisory meetings and stakeholder workshops. Fourth, user evaluations with the defined safety-vulnerable populations were conducted to verify the suitability of the designs.<BR/>Results : 44 standard social disaster safety sign designs were developed, based on the cognitive characteristics of safety-vulnerable populations. By conducting user verification with these groups, we were able to derive highly effective sign forms for each disaster type.<BR/>Conclusions : 44 standard social disaster safety sign designs are developed, based on the cognitive characteristics of safety-vulnerable populations. The developed safety signs can be utilized in establishing social disaster response policies and visual communication strategies, as well as used as disaster safety education materials. Furthermore, by establishing a visual information system that is intuitively understandable to all, the signs contribute to improving information accessibility.
