항만이 해항도시의 경제성장에 미치는 효과 :부산과 인천의 사례(1985-2007) = Sea Port and Urban Economic Growth :The Cases of Busan-Incheon, Korea(1985-2007)

This paper examines the issue of causality between seaports and economic growth at the urban level. To maximize the economic advantage of Busan-Incheon as seaport cities, we first need to analyze the effects of seaports on urban economic growth. This paper focuses on the examination of the role of the port and its related variations in economic growth at the urban level. Using data from two seaport cities (Busan, Incheon) in Korea during 1985～2007, we find that the causality link between seaports and economic growth rates runs in both directions. The trend shows that contribution of the seaport and its related variations to the Busan and Incheon economies have increased. Especially, port size and port related industries were the most important variables in the Busan and Incheon economies. With this information, the empirical results show that ports and their related variations have significant effects on economic growth at the urban level. Based on these significant research findings, theoretical and practical implications were discussed. In conclusion, this paper proposes that effectively developing seaports are important works to improve a local economy in terms of new recognition that port have economic values.

국문 초록 (Abstract)

이 연구의 주제는 우리나라의 부산과 인천을 대상으로 해항도시의 경제성장에 영향을 미치는 항만의 장기적인 효과 및 그 주요 요인을 분석하는 것이다. 항만이 도시의 경제성장에 미치는 효과를 검증하기 위해 해항도시의 경제성장이론과 각 영향변인들에 관한 논거를 살펴보고, 이를 토대로 항만시설, 항만인력, 입․출항 선박, 항만물동량, 항만비용, 항만산업에 관한 변수를 설정하여 연구를 수행하였다. 그리고 이 과정에서는 인구상황, 재정상황, 경기상황, 정치상황 등의 외부변수가 통제되었다. 주요 연구결과는 다음과 같다. 첫째, 해항도시 부산과 인천의 사례에서 항만이 도시경제에 미치는 효과는 상당한 수준으로 나타났다. 우리나라에서 해항도시의 경제성장에 공통적으로 영향을 준 항만요인은 항만시설, 항만물동량, 항만산업이었다. 둘째, 통제변수 중에서는 재정상황으로서의 국가보조금과 정치상황으로서의 지방자치제가 경제성장에 의미 있는 요인으로 나타났다. 셋째, 각 도시별로 경제성장에 영향에 차이를 보이는 변수는 부산의 항만비용과 인천의 인구상황으로 나타났다. 이러한 점들은 우리에게 해항도시에 대한 항만의 경제적 기여를 새롭게 인식하도록 만드는 동시에 정부가 항만에 관한 주요 성장동인을 발견하고, 항만의 적정개발과 운영을 위한 관리정책의 단초를 시사해주었다.
