한국과 일본의 지역불균형에 관한 연구

다국어 초록 (Multilingual Abstract)

This study aims to study to compare the regional imbalance between the capital region and the non-capital region in Japan and South Korea and thereby to understand the mechanism of regional imbalance and provide a policy solution to redress the problem of regional imbalance. In the case of Japan, as a late developer, the central government has pursued rapid industrialization based on mass production, subjecting regional policy to industrial policy. The premise upon which regional policy has been pursued is the idea of organism where brain functions are located in the capital region and other production functions are located in the other regions. As a result, regional development policy has emphasized the transfer of factories and social infrastructure for local development. In the process, local autonomy for development has dwindled and an enormous regional imbalance has appeared. The emphasis upon the transfer of factories and social infrastructure such as roads and railroads has produced the opposite of the ostensible objective of national regional development policy. South Korea, as a 'late late' developer, is very similar to Japan in regional development policy. The only difference is that South Korea has produced a more serious regional imbalance. In response to regional imbalance, many policy proposals are discussed in both countries. This study discusses policy solutions such as decentralization of power, federalism and transfer of power to achieve centrifugal regionalism.
