This study analysed the pattern of civil participation through homepages by centering on four standards type of participation, width of discussion theme, whether discussion is needed, and proposal and reflection. The study classified the pattern into four types; active hearing type, conversational type, discussion among citizens type, and joint management type. Analyzation of civil participation menu with 16 local authorities' homepages shows that the total number of civil participation channel was 34. It also indicated that discussion among citizens type hold the greater part by taking up 20 of the total channels, followed by conversational type which accounted for 12, whereas joint management type took only I channel. In short, this analysis represents that although civil participation . pattern. in many local authorities. is transforming toward interactive and intensive discussion .using hompages, it doesn't come up to the level in which substantial policies are decided and implemented through civil participation. In order. to activate joint management type among civil participation channel using homepages,. following conditions are needed. First, system should be designed. so that citizen can participate subjectively. Second, themes in a narrower sense can be discussed. Third, citizen need to be offered information on policies of local authorities and should be able to present their opinions constantly. Fourth, the result of discussion should be proposed to local authorities and reflected.
