중앙아시아 수자원 갈등 구조 분석과 해결 방안 모색 = Structural Analysis and Resolution of Water Conflicts in Central Asia

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyse the structure and the solution of water conflicts in Central Asia. For this, the essential factors of institutional analysis and development framework(IAD) were used in this article: physical attributes, institutional rules, community attributes, action arena. Through this article, the following results of structural analysis of water conflicts are: first, the water resources in Central Asia is the common. The costs and benefits of water were separated due to the water imbalance between upstream region and downstream region and water conflicts are not easy to resolve. Second, the agreements that signed at national level has not been realized at the institutional level. Third, the joint water resources management structures and strategies, and regional agreements has not been the consequence with the community’s collective action. Fourth, the act of each country appears as the behavior of the conditional cooperation, the dispute is not surfaced, but still consensus about the conflict issues that are not fixed and are required coordination and mediation activities. Therefore, this article emphasizes the role of the Eurasian Economic Community as one of the conflict resolution of water resources in Central Asia. This article clarifies possibility of the solution for these water conflict, when the Eurasian Economic Community should be constructed as an effective mechanisms through the multilateral framework, and will have conditions for the realistic economic reintegration between Russia and Central Asia.
