학교폭력 예방 및 근절 대책에 대한 효과 평가 연구 = Effect Evaluation Research on Measures for School Violence Prevention and Eradication

Effect Evaluation Research on Measures for School Violence Prevention and Eradication Park, Hyojung(Korean Educational Development Institute)Chung, Mikyung(Korean Educational Development Institute)This research aims to evaluate the operation result of measures for school violence prevention and eradication based on ‘Act of School Violence Prevention and Measures', ‘an Enforcement Ordinance of the same Act', and ‘5-year Plan for School Violence Prevention and Measure', promoted by Ministry of Education and Human Resource Development. Also, it is our objective to suggest and draft reform regarding to future measures. To this end, secondary research materials have been collected. First was applied from September 30, to October 4 2005, for 4 days by facilitating monitoring system of Korean Educational Development Institute. Second material was collected from November 20, to December 2 2005 by researchers on evaluating an actual condition of school violence and actual effect of the Act of 2005 targeting 16 Provincial Offices of Education. It was found that positioning Closed Circuit Television inside of the schools, consulting volunteer activity for students, and professional peripatetic counselor paid off positively in preventing and eradicating school violence. On the other hand, a voluntary report period and campaign against school violence evaluated negatively, as ineffective. For network establishment of community counsel, about half of the respondents found it was effective. Conclusively, in order to see active prevention and treatment of school violence, we need to avoid visible, displaying measure. Instead, we suggest propelling by placing great importance on effective measures valued through periodic policy evaluation.

국문 초록 (Abstract)

본 연구는 ‘학교폭력예방및대책에관한법률’ 및 ‘동법 시행령’과 ‘학교폭력 예방 및 대책 5개년 기본 계획’에 따라 교육인적자원부에서 추진한 학교폭력 예방 및 근절 대책 시행 결과를 평가하여 향후 추진 시책에 대한 개선 방안을 제시하는데 목적이 있다. 이를 위해 2차에 걸쳐 자료를 수집하였다. 1차는 2005년 9월 30일부터 10월 4일에 걸쳐 한국교육개발원의 교육현안문제 모니터링 시스템을 활용하여 조사하였다. 2차 자료는 2005년 11월 20일부터 12월 2일까지 16개 시도 교육청 대상 2005 학교폭력 실태 및 추진실적 평가에 연구자들이 참여하여 수집하였다. 평가 결과 교내 CCTV 설치, 학생상담자원봉사자 활동, 전문상담순회교사 배치에 대하여는 학교폭력 예방 및 근절에 효과가 있다고 긍정적인 평가를 내리고 있는 반면, 학교폭력 자진신고 기간 운영, 학교폭력 추방의 날 행사에 대하여는 효과가 없다고 부정적으로 평가하고 있으며, 지역사회 상담 네트워크 구축에 대하여는 응답자의 반 수 정도가 효과가 있다고 평가하였다.평가 결과 향후 학교폭력 문제를 보다 적극적으로 예방하고 대처하기 위해서는 가시적이고 전시적인 대책은 지양하고, 주기적인 정책평가를 통해 실효성이 높은 대책을 중점적으로 추진해 나갈 것을 제언하였다.
