본 논문은 기존 자원의 저주 이론을 (경제적 · 정치적 접근방식) 기반으로, 알제리가 향후 태양열 에너지를 통해 대규모 전기를 유럽으로 수출할 시태양열에너지 저주와 직면할 가능성을 다...
본 논문은 기존 자원의 저주 이론을 (경제적 · 정치적 접근방식) 기반으로, 알제리가 향후 태양열 에너지를 통해 대규모 전기를 유럽으로 수출할 시태양열에너지 저주와 직면할 가능성을 다룬다. 두가지 접근방식을 통해 창출된 결론은 알제리의 경제가 태양열에너지 부문에 지나치게 의존할 가능성은 낮으나 현재 국가의 낮은 제도의 질이 미래에도 지속된다면 향후 태양열 에너지 부문에서 창출될 수익이 부패된 정치인들의 자금으로 전용되는 현상 등을 초래할 수 있으므로 태양열에너지 저주의 발생 가능성이 존재한다는 것이다.
본 논문은 자원 수출 수익의 경영 및 분배의 중심축이 되는 국가의 높은 제도의 질이 자원의 저주를 해결할 수 있는 중추적인 요소로 보며, 알제리가 향후 태양열에너지 저주와의 직면을 극복하기 위하여 제도의 질의 현격한 개선이 시급하다고 사료된다.

This paper measures the potential for Algeria to suffer from a solar energy curse through the combination of economic and political approaches in the context of the resource curse. The main finding is that, although Algeria’s economy will not become dependent on a potential solar energy sector, Algeria’s low institutional quality may result in the mismanagement of such solar rents. Therefore, Algeria’s successful management of solar rents is contingent upon improved institutional quality, this will further enable Algeria to avoid the adverse effects of a solar energy curse and lead to sustainable development.
