한국과 유럽의 드론경찰에 대한 연구

국문 초록 (Abstract)

군작전용으로 사용된 드론(drone)의 활용이 상업용, 레저용으로 확대, 관련 기술 이 급속도로 발전되고 있는 실정이고 조난자 수색, 도주 범죄자 추적, 불법집회 시 위현장에서 사진채증 활동, 교통위반 단속 등 경찰업무에 드론 활용이 확대되고 이 를 위한 실용화 방안 및 발전방안의 연구가 확대 되고 있다. 100년의 역사를 갖고 있는 선진국은 테러위험, 압수․수색에 있어 판사의 영장을 발부 받았을 때, 실종자 수색, 범죄에 관한 증거인멸 시도, 생명의 급박한 위험, 범 죄자의 도주, 긴급조치, 재난 또는 보건에 관한 비상상황, 인질극 상황, 교통사고 예방 등의 경우 예외적으로 드론 사용을 허용하고 있다. 한국은 최근 항공안전법과 항공사업법 일부 개정으로 드론 규제가 완화되어 경 찰업무에 대한 드론 활용이 확대 전망이다. 항공안전법과 항공사업법 일부 개정안 이 2017년 7월 18일 국회 본회의를 통과했고, 8월 9일 공포를 거쳐 11월에 본격 시행에 들어갔다. 야간 및 가시권 밖 비행 특별승인제 도입, 공익 목적 긴급 비행 시 국가기관 등 적용 특례, 드론 실기 시험장·교육시설 구축 근거 마련, 무인항공 산업 육성 근거가 마련되었다. 향후 다양한 경찰업무에 드론이 활용되는 상황과 이 를 지원하기 위하여 법규․제도 등이 마련되는 상황을 대비하여 경찰항공 운영 규칙 이 정비되어야한다. 본 연구는 선행 사례를 통하여 선진국 유럽드론경찰의 실태를 비교 분석하고 미래 한국 드론경찰의 발전방향을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

The application of Drone for the military use is developed to the commercial and leisure use and the skills are being advanced rapidly these days. The Drone use is expanded to duties for the police such as survivor search, chasing a fled criminal, gathering demonstration evidence pictures in an illegal assembly, crackdown on traffic violation and etc., and this research is being expanded to put to practical use and developed. When the developed countries that have one hundred (100) years like Europe got a judge warrant for the terror threat, confiscation and search, they authorized to use the Drone exceptionally in case of missing person search, atempt for destruction of evidence, urgent danger of life, criminal’s escape, emergency actions, disasters, emergency situation for hygiene, hostage situation, prevention of traffic accidents and etc. Recently in Korea, it will prospect the expansion of Drone usage regarding the police duties as the rule was deregulated for Drones due to Safety of Aircraft Act and Air Transportation Business Act’s revision partly. The partial revision of Safety of Aircraft Act and Air Transportation Business Act went through a general meeting in the National Assembly on 18 Jul 2017 through announcement on 9 Aug and started enforcing onNovseriously. It finds grounds to support of flight special approval introduction at night and out of visibility range, Government organization’s special case application of emergency flight for the public interest, arrangement of Drone practice test spaces, training center and Drone pilotless aircraft industry. The first line police stations should be issued urgently the police aviation operation regulations and police operation guidelines in case of the law and system will be prepared for it to support. In this research, we’ll look into the situation of Drone police in Europe and Korea and do the comparative analysis on it in a current status.
