미국제국과 한국: 한미관계를 넘어서 = American Empire and ROK: Beyond ROK-U. S. Relationship

국문 초록 (Abstract)

이 글에서는 미국제국의 성격과 한미관계를 중심으로 한국의 정치경제가 어떻게 변형되었는지를 살펴보고자 한다. 이를 위해서는 먼저 미국제국의 성격을 이해해야 한다. 우선 미국제국을 둘러싼 논쟁을 개관했다. 특히 9·11 이후 미국 국가의 성격변화를 중심으로 다양한 논자들의 입장을 정리했다. 다음으로 미국제국이 한국의 탄생과 변형에서 수행한 역할을 이해하고자 했다. 미국은 한국의 해방과 분할점령, 남북한 분단정권의 탄생, 6·25 한국전쟁에서의 남한 방어 그리고 자본주의적 경제발전과 자유주의적 민주화 전 과정에 깊숙하게 관여했다. 한국은 엄연한 주권국가이지만 미국과 여러 차원에서 긴밀한 관계를 맺고 있다. 군사적으로는 동맹관계이며 미군이 주둔하고 있다. 또한, 미국식 자유민주주의는 한국의 정치모델이고 한국경제는 영미형 자유시장경제를 지향한다. 문화 차원에서 진행된 미국화는 미국식 생활양식이나 사고방식을 한국인들에게 깊이 내면화시켰다. 지난 두 세대 동안 진행된 미국화는 그 속도와 폭 그리고 깊이에서 지난 수 세기 동안의 중국화, 일본화를 훨씬 능가한다. 한국 현대사는 총체적인 미국식 사회변형과정이라고 해도 과언이 아니다. 역사 이래로 한국사는 제국사와 연동되었다. 따라서 역사적 산물인 주권을 전제로 근대 이후에 형성된 국가간체제를 존재론적 전제로 삼는다면, 이는 몰역사적접근에 불과하다. 한미관계에 대한 통상적인 상상력을 넘어, 한국을 제국 사이에 위치시킴으로써 우리는 보다 역사적이고도 현실적인 역학 관계를 더 잘 이해할수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study analyzed the uniqueness of American Empire and ROK``s position within it. Through reviewing the heated debate on American Empire inside and outside America especially after the 9·11, we can delineate the characteristics of it. Next, we try to understand the role of American Empire over the birth and transformation of ROK. Although ROK is a sovereign nation-state, it has unusually close relationships with American Empire. U. S. and ROK is a military allies and the former station ground troops in the latter. American liberal democracy is ROK``s political model and ROK pursues Anglo-American style liberal market economy. American life style and American way of thinking got deeply embedded in Korean culture. Most of all, the speed, width and depth of Americanization during the last two generations far exceed Sinicization or Japanization of the past centuries. We dare to say the contemporary South Korean history is that of American transformation of Korea. For centuries, Korean history is entwined with the histories of empires surrounding Korean peninsula. Therefore, in this article, we try to locate ROK not in the context of nation-state system but inside American Empire. In doing so we believe we can overcome the ahistoricism of conventional wisdom of imagining ``international relations between ROK and U. S.`` By situating Korea in between empires, we can better understand historical and real dynamism around Korea.
