This research describes the procedural aspect of reorganization of an administrative organization according to administrative environmental change by considering four different aspects. Namely, it is divided into i) political, ⅱ) social, ⅲ) econimical, and ⅳ) technological environment, where in this research, administrative demand arising from dominant change in each administrative environment is considered to be key effector of reorganization. In 1990s, new administrative needs have increased in such areas as public welfare, health care & sanitation, environment, and so on. To put it another way, expansion of administrative organization and personnel is required to cope with the new administrative demand according to the change of the environment, `quality of life`. Due to such environmental change, the administrative organization of Ulsan city made a trasition with primary concern on qualitative growth rather than quantatitive growth and politic efforts have been made on health care & sanitation and environmental areas from both the national and local government.
