공정거래정책의 집행효과와 영향요인 = 규제자와 피규제자 간의 인식차이

국문 초록 (Abstract)

본 연구에서 공정거래정책의 집행효과와 그 영향요인에 대해 규제자인 공정거래위원회 직원과 피규제자인 기업의 임직원 간의 인식차이를 알아보기 위해 설문조사를 실시하고 분석한 결과, 첫째, 공정거래정책의 집행효과에 대해서는 양 집단의 인식차이가 없었으나, 영향요인인 정책의 필요성, 정책내용의 특성, 집행관료의 전문성, 정책환경의 지지 중 정책환경의 지지 이외의 요인들은 규제자의 인식이 높았다. 영향요인의 현격한 인식차이에도 정책집행효과 대한 인식차이가 발생하지 않은 이유는 다소 불만스러운 정책요인이 있음에도 불구하고 피규제자가 스스로 공정거래정책의 필요성을 인식하고 정책에 순응하려는 의식이 강했기 때문인 것으로 해석되었다. 둘째, 양 집단 모두 정책의 필요성, 정책의 명료성, 정책환경의 지지가 중요한 영향요인으로 밝혀졌는 바, 이는 공정거래위원회가 정책설계를 함에 있어 특히 고려해야 할 사항으로 판단되었다.

다국어 초록 (Multilingual Abstract)

In this research, as a consequence of the investigation into the difference in recognition concerning the policy effect and factors influencing in the Fair Trade policy's implementation effect between the regulator and group regulated , first, the regulator in Fair Trade Commission has higher recognition in almost all influential factors (the necessity of the policy, the qualities{clarity, fairness, consistency and transparency} of the policy contents, professinalism of the officials carrying out the policy) except the support of implementation environments(President, National Assemble, press and the general public), and there is no difference of recognition between both groups concerning Fair Trade policy's implementation effect . The reason of the no difference in recognition concerning Fair Trade policy's implementation effect despite the differences in influencing factors is that the group regulated try to see the necessity of observing the Fair Trade policy although they are more or less dissatisfied with it. Second, the necessity of the policy, the legibility of policy and the support of implementation environments(President, National Assembly, press and the general public) are of significance to both groups, so it is necessary for Fair Trade Commission to carefully consider those when framing policy.
