The purpose of the "Duty Enforcement Act for Military Police" is to specify matters necessary for the enforcement of the police officer' duties which are to protect the freedoms and responsibilities of the Army and to keep public order. Military Police duties include the prevention, suppression, and investigation of crimes.
The investigation of criminal cases prepares the way for prosecutions. Investigative agencies should not only detect and capture criminals, but also find, collect , and maintain evidence. Military Police actual business includes all the phases from crime detection to the presentation of presecutions.
With clues obtained through various channels, investigative Military Police investigate crimes, meeting the Army directly. The Army's expectations of investigative Military Police are high. Therefore, every investigative Military Police has to try hard to meet those expectations by maintaining order and peace of army.
The Military Police investigate the real facets of criminal cases by clarifying the evidence and circumstances of crimes to decide on prosecution or non-prosecution. Military Police investigations vary from typical, general crimes to intelligent crimes such as economic offenses, power abuses, illegal businesses, construction-related crimes, public-moral violations, and so on. The Military Police in charge of specific types of crimes can't share investigation strategies with Military Police dealing with other kinds of crimes.
Therefore, Military Police officers should be trained to specialize in certain types of crimes so that investigation strategies can be systematically kept and the right to investigate can be secured. Specialized Military Police investigative methods keep accumulating and can be seen as intangible Police assets, "know-how" that can be passed on to other officers. This way, investigative capability increases a lot. The specialization of investigative Military Police increases their investigative capabilities and helps them use rights to investigate crimes without supervision of prosecutors.
Consequently, there occurs a decrease in the Army crime rate because of enhanced detection and prevention.
This paper shows the prerequisites for the specialization of investigative Military Police. It also presents internal problems of Military Police personnel management, and systematic problems. Methods to solve these problems are discussed.
