This study proposes the need to expand Level 1 charging facilities as a solution to the charging infrastructure problem that hinders the spread of electric vehicles (BEVs) in Korea's unique residential environment, namely apartment-centered multi-family housing structures, and seeks to develop institutional and policy improvement measures to achieve this.
Unlike Europe and the United States, where single-family homes are the main form of housing, the lack of sufficient electric vehicle charging facilities in Korea's apartment-based housing environment is emerging as a social issue, cited as a factor causing in hesitating the purchase of electric vehicles.
I focus on Level 1 charging (3kW, Korea's charging outlet), which has been relatively neglected in previous domestic research, and seeks to find practical solutions that can simultaneously resolve the burden of increasing electricity supply in apartment complexes and parking conflicts.
Level 1 (3kW, Korea's standard charging outlet) charging sufficiently meets the daily driving needs of most drivers, while the existing policy centered on Level 2 causes unnecessary infrastructure costs and parking conflicts. Therefore, I propose institutional improvements that elevate low-power Level 1 charging to basic infrastructure, thereby reducing the burden of power expansion and enabling mixed-use parking.
