미국, 독일, 일본, 한국의 신성장동력정책 비교연구 -정책의 수렴과 경로의존성을 중심으로- = A Comparative Study on Supporting Policy for New Economic Growth Engine in the U.S., Germany, Japan and Korea: Focusing on Policy Convergence and Path Dependency

In the aftermath of the 2008 Global Financial Crisis, major economic powers have actively pursued the so-called “supporting policy for new economic growth engine”. From one perspective, such policies seem to converge quite rapidly to the extent that their target industries are similar to each other and that most countries adopt an interagency policy structure to include representatives from all of the associated federal and local agencies. If we look beneath the surface, however, each country’s specific policy focus and the way in which such policies are implemented are different. Set against this backdrop, this study analyzes the similarities and differences in the U.S., Germany, Japan, and South Korea with respect to their supporting policies for new economic growth engine. This study adopts an institutionalist approach and tests competiting hypotheses based on the convergence literature, on the one hand, and the varieties of capitalism or the path dependency literature. The major findings of this study are two-fold: (1) There has been broad convergence in policy vision and strategy, which reflects a sense of urgency among top decision-makers during a time of economic downturn; (2) There have been significant differences across countries in terms of the structure of policy implementation and performance management, thus supporting the path dependency hypothesis. These findings imply that a comprehensive approach, rather than a dichotomy of convergence and path dependency, is needed to properly understand the recent surge of new industrial policy in major countries in the form of supporting policy for new economic growth engine. It is also important to note that successful policy design and implementation need to be embedded in the specific institutional contexts of individual countries.
