‘협력적 위협감소(CTR)’ 프로그램의 북한 적용방안 = How to Apply a Cooperative Threat Reduction Program to North Korea?

다국어 초록 (Multilingual Abstract)

This paper is dealing with how to eventually apply the cooperative threat reduction(CTR) program, which is aiming at dismantling and/or redirecting nuclear weapons program of a country including its nuclear materials, equipments, technologies and man-powers into a peaceful use of nuclear energy as well as into other peaceful fields of industry, to North Korea in the situation where the CTR program is required as a practical implementation method for peaceful solution of the North Korea nuclear issues. For this purpose, the paper is trying to classify the CTR programs into 4 kinds of type, which has been applied in the international relations. After drawing general and specific aspects of the CTR program applied to North Korea, we can make use of them for the denuclearization of North Korea and for building of peaceful environment in Korean peninsula.

국문 초록 (Abstract)

본 연구는 북핵문제의 평화적인 해결과정 가운데 대두될 수 있는 협력적 실행방안의 하나로서 원자력시설, 핵물질, 기술 그리고 관련 인력을 해체 및 평화적 목적의 연계산업으로 전환시키는 ‘협력적 위협감소(CTR)' 프로그램을 어떻게 북한에 적용할 것인가를 다루고 있다. 이를 위해 본 연구는 국제사회에서 현재까지 적용된 바 있는 CTR 프로그램을 4가지 유형으로 분류하는 시도를 했으며, CTR 프로그램을 북핵문제에 적용할 때 나타나는 일반성과 특수성을 도출하여 북한의 비핵화와 이를 통한 한반도의 평화기반 조성을 전망하고자 한다.
